The role involves providing oversight, quality assurance, and technical assistance to Country Offices in the region, managing the full P&C portfolio for the Regional Office and the Poland Refugee Response Office. The incumbent will act as a business partner for clients in the Regional Office and assigned Country Offices, ensuring effective implementation of HR policies and procedures, and supporting recruitment efforts as part of the ECAMENA PBR recruitment plan. This position requires a proactive approach to advising clients on HR issues and promoting organizational goals related to gender equity and cultural diversity.
Duties and Responsibilities:
Business Partnering: Serve as the primary contact for a client portfolio, providing advice on all aspects of the P&C employment life cycle. Collaborate with various teams to implement the ECAMENA recruitment plan and ensure timely and accurate HR policy advice.
Strategic Human Resources: Work with DPC, GSSC, and country offices to support the P&C strategy, providing feedback on HR systems and policies. Stay updated on best practices in HR management and contribute to global policy development.
Support Implementation of HR Services: Assist in various HR functions such as recruitment, job classification, and performance management, analyzing issues and recommending solutions.
HR Data Analytics: Collect and analyze HR data to inform decision-making and optimize data quality across country offices.
Required Qualifications: Minimum requirements include a University Degree in human resource management, business management, international relations, psychology, or a related field. Two years of professional experience in human resource management within an international organization or large corporation is required. Experience as an HR Business Partner for multiple clients in Regional and Country Offices is essential. Candidates must demonstrate fluency in English, with knowledge of another UN language or local language considered an asset.
Educational Background: Candidates must possess a University Degree in fields related to human resources, business management, international relations, or psychology. This educational background is essential for understanding the complexities of human resource management in an international context.
Experience: The position requires a minimum of two years of professional experience in human resource management, preferably within an international organization or large corporation. Relevant experience at the country level, particularly in development, fragile settings, and humanitarian contexts, is highly desirable.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish, or a local language, is considered an asset and can enhance a candidate's profile.
