Job Overview: The position of IC- Finance Expert on Functional and Business Process Analysis for the Free Legal Aid (FLA) System involves providing expert financial analysis and support to enhance the operational efficiency of the Free Legal Aid system in Albania. The expert will be responsible for assessing current financial processes, identifying areas for improvement, and recommending solutions that align with best practices in financial management. This role requires a deep understanding of both functional and business process analysis, particularly in the context of legal aid services. The expert will work closely with various stakeholders, including government agencies, legal practitioners, and beneficiaries, to ensure that the financial processes are transparent, efficient, and effective in delivering legal aid services. The position demands a proactive approach to problem-solving and the ability to communicate complex financial concepts in a clear and accessible manner.
Duties and Responsibilities: The duties and responsibilities of the IC- Finance Expert include but are not limited to: conducting a comprehensive analysis of the current financial processes related to the Free Legal Aid system; identifying inefficiencies and bottlenecks in the existing processes; developing and proposing actionable recommendations for process improvements; collaborating with stakeholders to implement changes and monitor their effectiveness; providing training and support to staff involved in financial management within the Free Legal Aid system; preparing detailed reports and presentations on findings and recommendations; ensuring compliance with UNDP financial policies and procedures; and participating in meetings and workshops to discuss progress and gather feedback from stakeholders.
Required Qualifications: Candidates must possess a strong background in finance, accounting, or a related field. A thorough understanding of financial management principles and practices is essential. The ideal candidate should have experience in functional and business process analysis, particularly in the context of public sector or legal aid services. Strong analytical skills, attention to detail, and the ability to work independently and as part of a team are crucial. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, to effectively convey financial information to diverse audiences.
