Job Overview:
The Assistant FAO Representative (Administration) plays a crucial role in supporting the FAO Representation in Algeria by overseeing administrative services and ensuring effective financial management. This position is pivotal in facilitating the implementation of FAO's collaborative programs and ensuring compliance with organizational policies. The Assistant Representative will be responsible for planning, organizing, and coordinating various administrative functions, which include managing the administrative team, preparing financial reports, and ensuring that all procurement and customs clearances are obtained in accordance with FAO's security guidelines. The role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve the organization's objectives.

Duties and Responsibilities:
The duties and responsibilities of the Assistant FAO Representative (Administration) include:
  • Planning, organizing, and coordinating the office's administrative services to ensure smooth operations.
  • Providing administrative support for the implementation of FAO collaborative programs and monitoring their progress.
  • Developing and implementing procedures, norms, and systems in compliance with existing policies for all administration-related processes.
  • Managing and supervising the administrative team to ensure effective performance.
  • Reviewing and analyzing data from various sources, including FAO's corporate systems and databases, to inform decision-making.
  • Preparing financial reports and budgetary estimates for projects, and organizing the application, control, and accounting of approved budgetary allocations.
  • Reviewing accounts and processing payments in accordance with established rules while liaising with local banks and financial institutions.
  • Overseeing the financial and administrative correspondence and maintaining an organized filing system.
  • Monitoring the receipt of Government contributions and ensuring compliance with procurement and customs clearance processes. 1
  • Ensuring adherence to the Organization's security guidelines, particularly the Minimum Operational Security Standards (MOSS).

Required Qualifications:
Candidates must meet the following minimum requirements:
  • Be a national of the country of assignment (Algeria).
  • Hold an advanced university degree (Master’s degree or equivalent) in a field related to business or public administration.
  • Have at least three years of relevant experience in office management, administration, accounting, and/or audit, budget, or finance.
  • Possess a working knowledge (proficiency - level C) of French and intermediate knowledge (intermediate proficiency - level B) of English. Additionally, candidates should demonstrate competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in business administration, public administration, or a related field. This advanced education is essential to equip the candidate with the necessary theoretical knowledge and practical skills to effectively manage the administrative functions of the FAO Representation.

Experience:
Candidates should have a minimum of three years of relevant experience in office management, administration, accounting, and/or audit, budget, or finance. This experience should ideally include supervisory roles and exposure to various operational environments, particularly in field positions. Experience in working with UN or similar organizations and familiarity with their operational rules and procedures will be considered advantageous.

Languages:
The mandatory languages for this position include a working knowledge (proficiency - level C) of French and intermediate knowledge (intermediate proficiency - level B) of English. Additionally, a working knowledge of Arabic (proficiency - level C) is considered a strong asset, enhancing communication capabilities within the diverse linguistic context of the FAO's operations in Algeria.

This position is a full-time role based in Algiers, Algeria. The Assistant FAO Representative (Administration) will be expected to work closely with various stakeholders, including government officials, local partners, and FAO staff. The role may involve occasional travel within the country to support program implementation and monitoring.
