Job Overview: The Programme Officer (IBG) will be responsible for managing the implementation of the 'Strengthening Cooperation on Migration Management in Algeria' project under the COMPASS-Migration Partnership Fund and the IBG Project under the CAPACITY–Danish Migration Management Programme 2024-202
This role involves providing technical assistance to government institutions on Immigration and Border Governance (IBG) and Legal Identity matters. The officer will coordinate with various stakeholders, including the Chief of Mission and Regional Thematic Specialist, to ensure alignment with national priorities and compliance with donor requirements. The position requires a proactive approach to developing and implementing capacity-building initiatives for government officials, analyzing migration policy trends, and maintaining partnerships with UN agencies and civil society to support effective migration governance.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer (IBG) include managing the implementation of migration management projects, contributing to the development and coordination of technical assistance initiatives, providing inputs to relevant ministries on migration governance, developing capacity-building initiatives, analyzing migration policy trends, preparing briefing materials for decision-making, building partnerships with stakeholders, supporting project design and funding proposals, contributing to donor reporting, providing technical guidance on IBG projects, coordinating activities of the IBG Unit, monitoring procurement processes, supervising IBG staff, and undertaking travel as required to support program implementation. The officer will also perform other duties as assigned by the Chief of Mission.
Required Qualifications: Candidates must possess a Master's degree in Migration Law, International Relations, Political Science, Social Sciences, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. The qualifications must be from accredited universities recognized in the UNESCO World Higher Education Database.
Educational Background: The educational background required for this position includes a Master's degree or a University degree in fields related to migration, international relations, political science, social sciences, humanitarian affairs, economic development, business or public administration, or international studies. The degrees must be from accredited institutions, ensuring that candidates have a solid foundation in the relevant areas of study.
Experience: Candidates should have proven experience and technical expertise in migration management, particularly in immigration and border governance. This includes experience with legal identity, consular support, registration programs, and technical assistance to law enforcement agencies. Experience in analyzing legal frameworks related to asylum and immigration, liaising with governmental authorities, and organizing consultations and workshops with high-level representatives is essential. A sound understanding of migration issues in Algeria and the MENA region, along with experience in project development and management, is also required. Familiarity with UN, EU, and bilateral donor programming is advantageous.
Languages: Fluency in English and French is required for this position, both oral and written. Working knowledge of Arabic and another official UN language (such as Chinese, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for 12 months with the possibility of extension. It is classified at the P-3 grade level and is a professional vacancy. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months. Candidates who are nationals of the duty station's country cannot be considered eligible for this position.
