The United Nations Development System was reformed on January 1, 2019, to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (RCO) play a crucial role in this transformation, led by an empowered UN Resident Coordinator who represents the UN Secretary-General at the country level. The Development Operations Coordination Office (DCO) was established as a stand-alone office within the UN Secretariat to oversee the resident coordinator system. The DCO's functions include managerial oversight and ensuring that the RC system is optimally configured to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The RCO in Algiers is part of this system, working to support Algeria's development priorities and the attainment of the SDGs.

Job Overview:
The UN Economist position is located in the United Nations Resident Coordination Office (RCO) in Algiers, Algeria. The incumbent will report to the Head of RCO and will work closely with the Sustainable Development Goals (SDG) Policy and Financing Section. The role involves providing substantive economic analysis and evidence-based advice on sustainable development, economic transformation, and SDG financing. The Economist will conduct research and analysis on economic, social, and sustainable development data, focusing on emerging trends and best practices. The position requires collaboration with various stakeholders, including government counterparts, UN entities, and development partners, to identify challenges and opportunities for accelerating progress towards the SDGs. The Economist will also contribute to the UN sustainable development programming cycle, providing economic analysis for the Common Country Analysis (CCA) and the United Nations Sustainable Development Cooperation Framework (UNSDCF).

Duties and Responsibilities:

• Provide substantive economic analysis and support evidence-based advice on sustainable development, economic transformation, and SDG financing. Research and analyze economic, social, and sustainable development data, including trends related to economic transformation and SDG financing. Conduct economic and policy analysis to support the Resident Coordinator and UN Country Team in identifying challenges and opportunities for achieving the SDGs. Implement global guidelines related to economic transformation and SDG financing. Prepare inputs for policy papers, reports, and knowledge products on economic transformation and financing. Monitor economic developments and analyze their implications for sustainable development.
• Support partnerships and engagement with national counterparts and stakeholders on economic transformation and SDG financing. Facilitate collaboration with government, UN entities, and development partners. Engage with private sector and civil society to identify contributions to sustainable economic transformation.
• Provide economic analysis and support to the UN sustainable development programming cycle. Contribute to the development and implementation of the CCA and UNSDCF. Identify economic trends and provide recommendations for UNCT programming.
• Contribute to knowledge management and learning on economic transformation and SDG financing. Participate in communities of practice and facilitate the exchange of research and good practices.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Economics. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is an advantage. Candidates should demonstrate professionalism, accountability, and planning and organizing skills, with a strong ability to apply sustainable development theories and concepts.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Economics is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in economic research and analysis, macroeconomic or socioeconomic policy, applied economics, or development economics is required. Candidates should have experience in conducting economic and policy analysis and translating development trends into policy options. Experience in SDG financing, development finance, and public finance is desirable. Candidates should also have experience working with multiple stakeholders in support of sustainable development priorities and applying inclusive approaches that consider gender equality and other principles.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in French and Arabic is required, while English is desirable. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking for each language according to the UN Language Framework.

Additional Notes:
This is a fixed-term position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Algeria, and candidates must be recruited within the country or commuting distance of the office. If no suitable local candidate is found, Algerian nationals residing elsewhere may be considered.
