Job Overview: The Senior Protection Caseworker will operate under the overall supervision of the Chief of Mission and the direct supervision of the Protection Officer. This role involves close coordination with various units, including the Migration Health Division, Operations, AVRR, Procurement, and Supply Chain. The primary responsibility of the Senior Protection Caseworker is to support the implementation, coordination, and quality oversight of protection case management activities within the IOM Algeria Protection Programme. This includes managing individual protection cases related to child protection, counter-trafficking, migrant protection, gender-based violence (GBV), and the protection of vulnerable migrants such as women, girls, and boys. The incumbent will ensure that protection interventions are delivered in accordance with IOM standards and best practices, contributing to the effective functioning of the Protection Centre in Algiers and other operational locations as required. The role also involves conducting vulnerability assessments and screenings for migrants to understand and address their protection needs, ensuring timely implementation of activities in line with case management SOPs and program guidelines, and developing comprehensive referral pathways in coordination with relevant partners.
Duties and Responsibilities: The Senior Protection Caseworker will be responsible for a wide range of duties, including but not limited to: conducting vulnerability assessments and screenings for migrants; ensuring timely and adequate implementation of activities in line with case management SOPs and program strategy; identifying and maintaining comprehensive referral pathways in coordination with partners; mapping services available to migrants; collecting and disseminating information about available services; implementing confidentiality measures when handling personal information; developing individual action plans for migrants; ensuring that all activities safeguard IOM protection principles; delivering training to relevant partners on protection issues; supervising and training junior staff members; and undertaking any duty travel as required. The role also includes performing other related duties as assigned by the supervisor.
Required Qualifications: Candidates must possess a Bachelor's degree in development studies, Political or Social Sciences, Sustainable Development, Migration Studies, International Relations, Public Policy, Human Rights, or a related field from an accredited academic institution, along with a minimum of four years of relevant professional experience. Alternatively, candidates with a high school degree must have at least six years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. The position requires experience in implementing protection programs within national/international development and/or humanitarian response projects, working with vulnerable migrants, and proven experience in inter-agency coordination in humanitarian settings. Additionally, candidates should have experience in staff training and development initiatives, capacity building programs, and liaising with government authorities and NGOs.
Educational Background: The educational background required for this position includes a Bachelor's degree in relevant fields such as development studies, Political or Social Sciences, Sustainable Development, Migration Studies, International Relations, Public Policy, or Human Rights from an accredited institution. Candidates with a high school diploma must have significant relevant professional experience to qualify. The educational institutions must be recognized and listed in the UNESCO World Higher Education Database, ensuring that candidates have received a quality education that aligns with the expectations of the IOM.
Experience: The position requires candidates to have a minimum of four years of relevant professional experience if they hold a Bachelor's degree, or at least six years of experience if they possess a high school diploma. Candidates should have experience in the implementation of protection programs within national or international development and humanitarian response projects. Additionally, experience working with vulnerable migrants, including refugees, asylum seekers, and victims of trafficking, is essential. Proven experience in inter-agency coordination in humanitarian settings and in managing and motivating staff is also required, along with experience in designing and delivering capacity-building programs.
Languages: Fluency in English and French is required, both orally and in writing. A working knowledge of Arabic is considered desirable. All IOM staff members must be fluent in one of the organization's official languages, which include English, French, and Spanish. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards for the role.
