Job Overview:
The National Project Officer for Reception Facility Operations will be responsible for the daily management of the Reception Facility for Voluntary Return (DARV) in Algeria. This position requires close collaboration with the AVRR, Protection, and Operations Units, as well as IOM partners. The incumbent will coordinate the day-to-day operations of the facility, which accommodates up to 300 migrants daily. Key functions include liaising with service providers for maintenance and catering, ensuring compliance with IOM standard operating procedures, and monitoring cost management activities. The officer will also facilitate accountability towards migrants by implementing feedback mechanisms and contribute to monitoring activities to improve services. The role involves supporting external activities at the transit center, coordinating the referral of migrants with specific needs, and preparing operational reports to ensure the center's proper functioning. The position demands effective supervision of a team of assistants, ensuring quality work and compliance with standards, and supporting the implementation of pre-departure activities.

Duties and Responsibilities:
  • Coordinate the daily operations of the Reception Facility for Voluntary Return (DARV), ensuring compliance with IOM procedures.
  • Serve as the main focal point with the service provider (OPLA) for maintenance and catering.
  • Monitor MiMOSA cost management activities and report concerns to the IOM Algeria IM Unit.
  • Facilitate accountability towards migrants by establishing a feedback and complaints mechanism.
  • Assist the M&E Unit with data collection and reporting for continuous service improvement.
  • Act as the focal point for external activities at the transit center, including visits by government and donors.
  • Support the participation of migrants in the DARV's governance system.
  • Disseminate and enforce the DARV's internal rules and report incidents to the supervisor.
  • Coordinate referrals for migrants with specific needs to relevant IOM units. 1
  • Prepare and submit detailed weekly operational reports. 1
  • Supervise and guide a team of assistants, ensuring effective task distribution and monitoring performance. 1
  • Coordinate the implementation of AVRR procedures for all migrant movements. 1
  • Support pre-departure activities, including MHPSS and livelihoods assistance. 1
  • Collaborate with Medical, Operations, and Protection teams for service delivery related to migrant arrivals. 1
  • Support financial and administrative processes in line with IOM standards. 1
  • Contribute suggestions for improving DARV management coordination processes. 1
  • Perform any other tasks as assigned.

Required Qualifications:
Candidates must possess a Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution, along with two years of relevant professional experience. Alternatively, a Master's degree in the aforementioned fields is acceptable. Experience in IOM administrative and financial management, budget monitoring, and working with vulnerable groups such as migrants and refugees is essential. Prior experience with international humanitarian organizations or government institutions in a multicultural setting is advantageous. Candidates should demonstrate a good understanding of migration-related subjects, possess strong communication and interpersonal skills, and show personal commitment and flexibility in their work.

Educational Background:
The educational background required for this position includes a Bachelor's degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law. Candidates with a Master's degree in these areas are also eligible. The educational institutions must be accredited and listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized and quality education that prepares them for the complexities of migration management and humanitarian work.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience in areas related to migration, humanitarian assistance, or project management. Experience in administrative and financial management within IOM or similar organizations is crucial. Candidates should have a proven track record of working with migrants, refugees, and other vulnerable populations, demonstrating their ability to navigate the challenges associated with these groups. Experience in a multicultural environment and familiarity with IOM's operational procedures will be considered an asset, enhancing the candidate's suitability for the role.

Languages:
Fluency in French and English is mandatory for this position, both oral and written. Knowledge of Arabic, Bambara, Hausa, or Germa/Songhai is considered an advantage. Additionally, working knowledge of any other UN language is beneficial. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates can effectively communicate in the multilingual environment of IOM.

Additional Notes:
The position is subject to funding confirmation, and any offer made to the candidate will depend on this condition. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months. Candidates must be medically fit for appointment and meet any residency or visa requirements.
