Job Overview: The Consultant for the Evaluation of the With Youth Phase II Project will play a crucial role in assessing the project's effectiveness and impact. This position involves providing actionable insights into the successes and challenges faced by the project, which aims to empower youth and address migration issues in Algeria. The consultant will work under the Project Support Unit (M&E) and collaborate with various units, including Protection, to ensure a comprehensive evaluation process. The consultant will be responsible for developing an inception report, conducting data collection, and delivering evaluation reports that include findings and recommendations tailored to the operational context. The role requires strong analytical skills, the ability to engage stakeholders effectively, and a commitment to producing high-quality reports that inform future initiatives.
Duties and Responsibilities:
Submission of a detailed inception report outlining the evaluation scope, methodology, data collection approach, and work plan.
Execution of data collection activities using agreed tools and methods to inform the evaluation process.
Delivery of a preliminary report presenting initial findings and recommendations.
Facilitation of a reflection session with IOM Algeria to validate findings and gather feedback.
Completion of the final evaluation report incorporating feedback from the draft review and reflection session.
Production of a concise evaluation brief summarizing key insights and recommendations.
Provision of a management response template to guide follow-up actions.
Engagement with relevant units and stakeholders throughout the evaluation process to ensure ownership and relevance of results.
Required Qualifications: The consultant must possess proven experience in conducting evaluations, particularly in migration-related projects and programs. Familiarity with the MENA region and its migration dynamics is highly desirable. The consultant should have the ability to draft high-quality reports with actionable recommendations and be knowledgeable about OECD/DAC evaluation criteria and IOM’s Results-Based Management (RBM) framework. Additionally, knowledge of cross-cutting themes such as protection, gender, and accountability to affected populations (AAP) is essential.
Educational Background: An advanced university degree in a relevant field such as Social Sciences, Development Studies, Public Policy, Migration Studies, or Monitoring and Evaluation (M&E) is required for this position. This educational background will provide the necessary theoretical framework and analytical skills needed for effective evaluation work.
Experience: The position requires proven experience in conducting evaluations, particularly in the context of migration-related projects and programs. Familiarity with the MENA region and its migration dynamics is highly desirable, as it will enhance the consultant's ability to understand the local context and challenges. The consultant should also have experience in drafting high-quality reports that include actionable recommendations, demonstrating a strong understanding of evaluation methodologies and practices.
Languages: Fluency in English and French is required for this position, as these languages are essential for communication and reporting. Proficiency in Arabic is considered an advantage, as it will facilitate engagement with local stakeholders and enhance the evaluation process.
Additional Notes: The consultant will be required to travel to IOM Algeria’s office and conduct field visits to migrant centres, as well as hold interviews with key stakeholders based in Algiers. Movements to migrant centres will be coordinated in line with IOM’s duty of care and security" style="border-bottom: 1px dotted #007bff !important;">security protocols. Any offer made to the candidate is subject to funding confirmation, and the appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan (CP) for the duration of the consultancy, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational incidents and must provide proof of coverage before commencing work. IOM maintains a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment.
