Job Overview: The Construction Specialist position at UNICEF involves managing and supervising construction works at the field office level, reporting to the Construction Manager. Duties and Responsibilities: The key functions of the Construction Specialist include: 1) Preparation of the annual construction workplan; 2) Collaboration with UNICEF Programmes/Operations and coordination with Government counterparts; 3) Preparation of design and technical documents; 4) Support with the procurement process; 5) Monitoring construction projects to ensure compliance with UNICEF standards; 6) Systematic reporting on project progress, challenges, and compliance; 7) Ensuring that construction interventions are inclusive and environmentally sustainable; 8) Supporting the Construction Manager in consolidating and analyzing project data; 9) Facilitating timely information sharing among field offices; 10) Engaging in risk management and ensuring quality assurance throughout the project lifecycle.
Required Qualifications: Candidates must possess an advanced university degree in civil engineering, construction engineering, architecture, or a related field. A minimum of five years of relevant experience in project management, site supervision, and quality assurance is required. Experience with a United Nations agency or international NGO is an asset, as is familiarity with integrating cross-cutting priorities into project design. Knowledge of construction management tools and international standards is also advantageous.
Educational Background: An advanced university degree in civil engineering, construction engineering, architecture, or a relevant area is required. A master's degree in engineering or specialization in energy-efficient buildings and innovative technologies is considered a strong asset.
Experience: Candidates should have at least five years of relevant experience at national and/or international levels in project management, site supervision, and quality assurance. Experience in emergency contexts and with humanitarian organizations is advantageous. Familiarity with energy-efficient building practices and innovative construction technologies is also beneficial.
Languages: Fluency in English is mandatory, while knowledge of Arabic is considered an asset. Candidates should be able to communicate effectively in both languages to engage with local stakeholders and project teams.
