Job Overview:
The National Women’s Economic Empowerment Programme Consultant will play a crucial role in operationalizing the strategic objectives outlined in UN Women Ethiopia’s Strategic Note for 2026-203
  • This position involves providing substantive inputs to the design, formulation, implementation, monitoring, and evaluation of UN Women programmes in Ethiopia, particularly focusing on women's economic empowerment. The consultant will work closely with various stakeholders, including government officials, private sector representatives, and civil society organizations, to ensure successful programme implementation. The role requires a strong understanding of the barriers to women's economic empowerment and the ability to develop strategies to address these challenges. The consultant will also be responsible for monitoring results achieved during implementation and ensuring the appropriate application of systems and procedures, making enhancements as necessary.

Duties and Responsibilities:
The National Programme Consultant will have a comprehensive set of responsibilities, including:
  • Contributing technically to the development of programme strategies in the area of Women’s Economic Empowerment.
  • Providing substantive inputs to the design and formulation of programme/project proposals and initiatives.
  • Identifying areas for support and intervention related to the programme.
  • Providing technical support to the implementation and management of the WEE programme.
  • Leading the implementation of WEE programme activities and priorities, including Care Economy dialogues.
  • Coordinating the call/request for proposals and organizing technical review committees.
  • Reviewing, coordinating, and monitoring the submission of implementing partner financial and narrative reports.
  • Training partners on Results Based Management and monitoring implementation.
  • Developing technical knowledge products and maintaining relationships with national partners. 1
  • Monitoring progress of implementation of activities and finances using results-based management tools. 1
  • Drafting reports on monitoring missions, programme results, outputs, and outcomes. 1
  • Providing substantive inputs to the management of people and finances of the WEE programme. 1
  • Analyzing and maintaining information and databases for resource mobilization strategies. 1
  • Participating in donor meetings and public information events. 1
  • Providing technical support to inter-agency coordination on WEE. 1
  • Developing background documents, briefs, and presentations related to WEE programmatic areas. 1
  • Coordinating advocacy campaigns, events, trainings, workshops, and knowledge products. 1
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The position requires a Master’s degree or equivalent in economics, agricultural economics, human rights, gender/women's studies, international development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage. The candidate must possess good programme formulation, implementation, monitoring, and evaluation skills, as well as the ability to gather and interpret data, reach logical conclusions, and present findings and recommendations. Familiarity with gender in macroeconomic policy and private sector engagement is essential, along with prior experience in Women’s Economic Empowerment.

Educational Background:
Candidates must have a Master’s degree or equivalent in relevant fields such as economics, agricultural economics, human rights, gender/women's studies, international development, or a related field. A first-level university degree with additional qualifying experience may be accepted. A project/programme management certification is considered an advantage.

Experience:
At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting, and capacity building is required. Prior experience in Women’s Economic Empowerment, particularly in areas such as women’s entrepreneurship, climate resilience, or care economy, is essential. Experience in innovative financing is an added advantage, as is experience coordinating with government agencies and donors. Leadership experience is required, along with proficiency in using computers and office software packages.

Languages:
Fluency in English is required, and knowledge of another official UN language is desirable. Fluency in Amharic is also required for effective communication within the local context.

Additional Notes:
The position is a full-time role, and the consultant will be expected to supervise a Programme Associate and possibly other WEE support staff. The role involves working closely with various stakeholders, including government institutions, private sector partners, and civil society organizations.
