Job Overview:
The STRIDES Technical Officer plays a crucial role in enhancing global health security" style="border-bottom: 1px dotted #007bff !important;">security in priority countries by supporting technical focus areas across the STRIDES Activity. This position involves aligning technical frameworks, approaches, tools, and activities with relevant normative guidelines and technical standards. The officer will identify specialized partnership needs and engage qualified partners to ensure technical performance. Working closely with the Project Director, the Monitoring, Evaluation & Learning (MEL) Advisor, and local subcontractor technical staff, the STRIDES Technical Officer will implement the Activity’s technical approach, ensuring adherence to the United States Government’s (USG) global health security priorities. The officer will support the successful delivery of all technical aspects from initiation through delivery and closeout, ensuring that technical deliverables are completed on schedule, within budget, and meet or exceed quality standards.

Duties and Responsibilities:
The STRIDES Technical Officer is responsible for developing country-specific workplans that align with STRIDES objectives and USG priorities, ensuring compliance with global technical standards. The officer will ensure the timely development and submission of high-quality technical deliverables, including workplans, reports, and success stories. They will support compliance with STRIDES contracts, government regulations, and FHI 360’s policies. The officer will respond to client requests on technical matters, ensuring timely submissions of necessary approvals and waivers. They will collaborate with the MEL Advisor and Project Director to finalize country-specific technical indicators and report on progress. The officer will assess subcontractors’ performance on technical activities and make necessary adjustments. Additionally, they will promote STRIDES successes by collecting and distributing success stories and represent STRIDES at global health security events.

Required Qualifications:
Candidates must possess comprehensive knowledge of contract and project management concepts, practices, and procedures, along with excellent oral and written communication skills. Strong organizational and problem-solving skills are essential, as well as demonstrated project management and technical skills. The ability to influence, motivate, negotiate, and work collaboratively with others is crucial. Candidates should have a solid understanding of global health security concepts and practices, with proven ability to meet schedules and performance requirements. Leadership skills and critical thinking abilities are also necessary for this role.

Educational Background:
A Master’s Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field is required. A Project Management (PM) Certification is preferred, indicating a formal understanding of project management principles and practices.

Experience:
Candidates should have a minimum of 7+ years of relevant technical/project management experience. Prior work experience in a non-governmental organization (NGO) is preferred, particularly in roles that involve implementing USG-funded contracts, which is strongly preferred for this position.

Languages:
Fluency in English, French, and Haitian Creole is mandatory, with excellent oral and written communication skills in these languages being essential for effective collaboration and reporting.

This position typically operates in a standard office environment, requiring the ability to spend long hours looking at a computer screen and performing repetitive tasks.
