Job Overview:
The position of Technical Expert for Civil Society and Media is integral to the COSMA project, which aims to strengthen social cohesion in Moldova by enhancing the capabilities of civil society organizations and independent media. The expert will provide technical support and expertise to ensure that these organizations can effectively engage with citizens and institutions, promote inclusive dialogue, and reinforce accountability in a polarized environment. The role requires a deep understanding of civil society dynamics, media literacy, and community engagement strategies, as well as the ability to facilitate dialogues and trainings that foster collaboration among diverse stakeholders. The expert will also contribute to the design and quality assurance of initiatives that respond to citizens' priorities and improve civic participation at the local level.

Duties and Responsibilities:
The Technical Expert will be responsible for providing thematic and technical expertise to support COSMA interventions, including civil society strengthening, independent media support, and community engagement. Key responsibilities include designing and reviewing locally led initiatives, ensuring the application of conflict-sensitive approaches, and providing technical input to assessments and intervention strategies. The expert will also support capacity strengthening of local actors through mentoring and tailored guidance, contribute to monitoring and evaluation processes, and participate in stakeholder consultations and learning events. Additionally, the expert will ensure that cross-cutting priorities such as gender equality and social inclusion are integrated into all technical work, and will prepare technical notes and reports as needed.

Required Qualifications:
Candidates should possess a degree in social sciences, governance, media studies, communications, international development, or a related field. A minimum of 5 years of relevant professional experience in civil society development, media support, or social cohesion is required. Demonstrated experience providing technical advisory support to donor-funded programs is essential, along with a strong understanding of the role of civil society and independent media in democratic governance. Candidates should have experience working in politically sensitive contexts and possess strong analytical and facilitation skills.

Educational Background:
The ideal candidate will have a degree in a relevant field such as social sciences, governance, media studies, or international development. This educational background is crucial for understanding the complexities of civil society and media dynamics in Moldova and for effectively contributing to the COSMA project's objectives.

Experience:
Candidates should have at least 5 years of professional experience in areas related to civil society development, media support, governance, or social cohesion. Experience in politically sensitive or polarized environments is highly valued, as is a proven track record of providing technical support to donor-funded initiatives. Familiarity with the specific challenges and opportunities in Moldova or Eastern Europe will be an advantage.

Languages:
Fluency in English is mandatory, along with proficiency in Russian and/or Romanian. Ideally, candidates will be fluent in all three languages, as this will facilitate effective communication with diverse stakeholders and enhance the expert's ability to engage with local communities and partners.

This position is based in Moldova and may require travel to various project locations across the country, particularly in regions where social cohesion is at risk. The project aims for nationwide coverage, focusing on areas such as Gagauzia and the Northern region.
