Job Overview:

Duties and Responsibilities:
The duties and responsibilities of the Regional Finance Manager include:
  • Financial Oversight & Partner Support: Collaborating with IRC DE and Country office to review partner financial reports and supporting documents, ensuring expenditures meet ECHO eligibility, budget lines, and procurement standards. Conducting timely reviews of partners’ financial reports and providing written feedback and follow-up actions for each reporting cycle. Supporting partners in establishing and maintaining robust financial systems and documentation.
  • Compliance & Internal Control Strengthening: Ensuring adherence to ECHO contractual requirements, national laws, and organizational financial policies. Assisting IRC Myanmar in developing compliance checklists and tools tailored to ECHO standards, identifying gaps in partner financial practices, and proposing corrective actions.
  • Capacity Building & Technical Support: Providing targeted training and coaching to partners’ finance staff on ECHO compliance, expense eligibility, and audit readiness. Building strong professional relationships with partner organizations to facilitate collaboration.
  • Audit Preparation & Support: Supporting IRC Myanmar in preparing for and managing audits, ensuring that all partner documentation meets audit-quality standards, and following up on audit recommendations.
  • Consolidation: Working with Myanmar and Thailand country teams to review and consolidate donor budgets and reports at the regional level.

Required Qualifications:
The required qualifications for the Regional Finance Manager position include a Bachelor’s degree in finance, accounting, business administration, or a related field, with a master’s degree preferred. Professional certifications such as ACCA, CPA, or CIMA are considered an asset. Candidates should have a minimum of 5–7 years of progressive finance experience in NGOs, INGOs, or international development, with strong experience in ECHO-funded projects or other major humanitarian donors.
