Job Overview:
The Non-Technical Survey (NTS) Operator position is crucial for the successful implementation of DRC's humanitarian mine action program, which was launched in June 202
  • This program aims to address the dangers posed by explosive ordnance in Northwest and Central Zone in Tigray, Ethiopia. The NTS Operator will play a vital role in conducting community-level surveys to assess the impact of explosive ordnance on various demographics, including women, girls, boys, and men. The position requires a proactive approach to project implementation, ensuring that all activities are conducted in compliance with National Mine Action Standards and DRC’s Standard Operating Procedures. The NTS Operator will also be responsible for collecting and analyzing data, conducting surveys, and maintaining effective communication with local representatives and community members. This role is essential for the successful launch and ongoing management of the mine action project, which is set to begin in January 2026.

Duties and Responsibilities:
The NTS Operator will have a comprehensive set of responsibilities, including but not limited to:
  • Conducting assigned NTS activities in coordination with the NTS/EORE Team Lead, ensuring adherence to quality standards and compliance with relevant regulations.
  • Collecting and analyzing existing desktop and secondary data prior to conducting NTS tasks to inform project planning and execution.
  • Gathering geographic, socio-economic, and impact information on communities affected by explosive ordnance to support project objectives.
  • Implementing pre and post-intervention surveys to measure the impact of DRC’s mine action activities on targeted communities.
  • Supporting the Team Lead in liaising with local representatives and stakeholders to facilitate project implementation.
  • Establishing and maintaining a wide information network, including authorities, communities, NGOs, and other relevant sources.
  • Collaborating with EORE facilitators to share information and update procedures as necessary.
  • Completing daily, weekly, and monthly NTS reporting using standard templates and submitting reports for verification.
  • Reporting any issues encountered during project implementation to the Project Manager and Team Lead. 1
  • Documenting success stories and lessons learned for donor reports and case studies. 1
  • Performing any other duties as directed by the Line Manager.

Required Qualifications:
Candidates must possess a vocational school education, with higher education being an asset. Previous training and qualifications in Non-Technical Survey (NTS) are essential. Additionally, candidates should have sound knowledge of topography, map drawing, and basic handling of GPS and digital cameras. Effective communication skills, both written and verbal, in Tigrinya and English are required. Candidates should also demonstrate the ability to work effectively in a team and possess a good understanding of local communities and their dynamics. A willingness to work in remote and volatile areas is crucial, as is the ability to adapt to challenging environments.

Educational Background:
The educational requirements for this position include a vocational school diploma, with higher education being considered an asset. Candidates should also have completed high school and possess a qualification in Non-Technical Survey (NTS). Relevant certifications or licenses related to mine action or survey methodologies will be advantageous.

Experience:
Candidates should have a minimum of 2 years of working experience in a related field, particularly in roles involving community surveys, data collection, or humanitarian assistance. Experience working with non-governmental organizations (NGOs) is highly desirable, as it demonstrates familiarity with the operational context and challenges faced in humanitarian settings. The ability to work in diverse and challenging environments is essential, as is a commitment to the principles of humanitarian action.

Languages:
Fluency in Tigrinya is mandatory for this position, as it is the primary language of communication in the target communities. Knowledge of the English language, both verbal and written, is considered an asset, as it will facilitate communication with international staff and reporting requirements.

Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National employees.
