Job Overview:
As an Investment Officer at ADB, you will play a crucial role in the Portfolio Management Division within the Private Sector Operations Department. Your primary responsibilities will include managing all aspects of assigned transactions from initial disbursement to final repayment, focusing on credit monitoring, project monitoring, and maintaining accurate databases. You will engage with borrowers and various stakeholders, ensuring compliance with reporting obligations and addressing any issues that arise. Your role will also involve conducting project assessments, preparing detailed reports, and contributing to the overall effectiveness of ADB's operations in the region. This position requires a proactive approach to risk management and client relationship management, as well as the ability to work independently and collaboratively within a multicultural team.

Duties and Responsibilities:
  • Credit Monitoring: Prepare periodic credit monitoring reports, analyze client financial data, assess risks, and propose remedial actions. Work with dealing officers to identify warning signals or potential issues and coordinate appropriate corrective measures. Participate in missions related to transaction and portfolio monitoring.
  • Project Monitoring: Ensure client compliance with reporting obligations and address covenant breaches or unexpected developments. Coordinate with clients and internal departments to design and implement remedial measures, including waivers or corrective actions. Monitor development effectiveness, environmental and social compliance, and support client engagement through meetings and missions.
  • Database Maintenance: Maintain complete and accurate databases of legal, financing, security" style="border-bottom: 1px dotted #007bff !important;">security, and project documents. Support portfolio tracking systems, including data on size, composition, and key characteristics. Ensure data completeness and accuracy to support management information and reporting needs.
  • Project Reviews and Completion Reports: Conduct project assessments, analyze financial and developmental performance, and participate in field missions. Collect data, conduct interviews, and evaluate projects for extended annual review reports (XARRs). Prepare XARRs jointly with PSOD staff or consultants.
  • Administrative and Planning Support: Contribute to initiatives that strengthen coordination across ADB and with partner institutions. Support preparation of inputs for annual work programs, budgets, and mid-year reviews. Assist in developing and refining internal systems, procedures, and special projects.

Required Qualifications:
To qualify for the Investment Officer position, candidates must possess a Bachelor's degree in finance, business, or related fields, with advanced training preferred. A minimum of 8 years of relevant experience in corporate, project, or infrastructure finance, financial institutions, or investment banking is required. Candidates should demonstrate strong expertise in credit and valuation analysis, a deep understanding of credit risk and portfolio performance drivers, and proven client management skills across multiple financial products, including loans and guarantees. Excellent analytical and decision-making skills are essential, along with the ability to evaluate complex factors and identify solutions. Candidates must also have the ability to work independently, set priorities, plan tasks, and execute effectively, as well as experience in conducting research, analyzing data, and preparing detailed reports and papers.

Educational Background:
Candidates must have a Bachelor's degree in finance, business, or related fields. Advanced training or qualifications in finance or business-related disciplines are preferred, indicating a higher level of expertise and understanding of the financial sector.

Experience:
The position requires at least 8 years of experience in relevant fields such as corporate finance, project finance, infrastructure finance, or investment banking. Experience with major banks, international financial institutions (IFIs), infrastructure funds, or consultancies is highly desirable. Candidates should have a proven track record of managing client relationships and navigating complex financial transactions.

Languages:
Fluency in English and Mandarin is mandatory for this position. Excellent oral and written communication skills in both languages are essential for effective client management and collaboration with stakeholders. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
This appointment is open to both internal and external applicants and is classified as a local staff position, meaning it is only available to nationals and permanent residents of the People's Republic of China. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years based on various factors, including the staff's performance and suitability for employment. This appointment is not convertible to a regular appointment.
