Job Overview:
The National Professional Officer will play a critical role in supporting the WHO's efforts to prevent and respond to sexual misconduct within the organization, particularly in the Gaza office. This position involves working closely with the Mental Health and Prevention of Sexual Exploitation and Abuse (MH/PRS) focal point to implement the Regional Plan on Prevention of Sexual Exploitation and Abuse (PSEA) and ensure compliance with WHO's accountability framework. The incumbent will be responsible for conducting risk assessments related to sexual misconduct, developing and monitoring risk mitigation plans, and providing training and awareness-raising activities for WHO staff and partners. The role requires a proactive approach to identifying gaps and trends in sexual misconduct and ensuring that all personnel are screened appropriately. The officer will also coordinate with interagency partners to fulfill PSEA requirements and contribute to community engagement initiatives.

Duties and Responsibilities:
The incumbent will have a variety of responsibilities, including:
  • Supporting the Gaza head of office and the WHE team on PRS-related matters, ensuring they are updated on requirements and sourcing support as needed.
  • Assisting in the implementation of the Regional Plan on PRS and conducting assessments of sexual misconduct risk in the Gaza office.
  • Developing and monitoring risk mitigation plans and ensuring compliance with the SEAH compliance list.
  • Conducting PSEA capacity assessments of implementing partners and monitoring their progress.
  • Facilitating training and awareness-raising sessions on PRS for WHO staff and partners.
  • Coordinating with interagency partners to fulfill PSEA requirements and contribute to community engagement initiatives.
  • Reporting regularly on progress, risks, challenges, and trends to the PRS WCO oPt focal point.
  • Ensuring effective communication and information sharing regarding SEA reporting mechanisms.

Required Qualifications:
Candidates must possess a university degree in social sciences, gender studies, law, human rights, public health, psychology, or counseling. Specialized training in PSEA, gender, or gender-based violence is desirable. The role requires strong communication, facilitation, and interpersonal skills, as well as the ability to work effectively in a multicultural environment. Candidates should demonstrate integrity, objectivity, and professional competence, along with effective time-management skills and the ability to maintain confidentiality.

Educational Background:
A university degree in relevant fields such as social sciences, gender studies, law, human rights, public health, psychology, or counseling is essential. Specialized training in areas related to prevention of sexual exploitation and abuse, gender issues, or human rights is considered an asset.

Experience:
Candidates should have at least one year of work experience in prevention and response to sexual misconduct or a related field. Experience working with children or adults who have experienced or witnessed sexual exploitation, abuse, or harassment is essential. Desirable experience includes working with WHO or another international organization, delivering programs in complex humanitarian or development contexts, and providing safeguarding strategic guidance in large organizations. Experience in conducting training on sensitive issues such as sexual exploitation and abuse or gender-based violence is also beneficial.

Languages:
Expert knowledge of English and Arabic is essential for this position. A working knowledge of another UN official language is desirable, which would enhance communication and collaboration within the organization and with international partners.

Additional Notes:
This position is classified as a National Professional Officer role, meaning that only applications from nationals of Palestine will be accepted. The remuneration for this position starts at ILS 247,628 annually, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave.
