Job Overview: The Monitoring, Evaluation, and Learning (MEL) Advisor will be responsible for providing technical guidance and overseeing the execution of day-to-day MEL activities for the STRIDES Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) project in Zambia. This role involves leading the implementation of project monitoring and evaluation activities, ensuring quality assurance, and assisting with project implementation. The MEL Advisor will be instrumental in developing donor reports and presentations, managing individual and team contributions, and ensuring that project MEL activities align with work plans and project indicators. Strong communication and teamwork skills are essential for success in this role, as the MEL Advisor will supervise technical staff and subcontractors, ensuring alignment with GHS workplan objectives and the GHS Activity MEL Plan (AMELP).
Duties and Responsibilities: The MEL Advisor will provide project staff with technical direction and guidance to support planning, implementation, and reporting against the STRIDES GHS Activity Monitoring, Evaluation, and Learning Plan (AMELP). Key responsibilities include leading MEL activities, assisting with implementation, supporting staff and partner capacity building in MEL, monitoring project protocols and data sets, and ensuring adherence to FHI 360’s strategies and standard operating procedures. The MEL Advisor will also contribute to the development of MEL technical portions of the GHS work plan, operationalize MEL systems, conduct data analysis, and track project progress against MEL indicators. Additionally, the role involves capacity building for STRIDES MEL staff, developing technical briefs and reports, and providing quality assurance on MEL deliverables.
Required Qualifications: Candidates must possess a Master’s degree or its equivalent in Monitoring and Evaluation, Public Health, International Development, Economic Development, Epidemiology, or a related field, certified by the Zambia Qualifications Authority. Project Management Certification or membership in the Zambia Monitoring and Evaluation Association (ZaMEA) is advantageous. The role requires in-depth knowledge of MEL concepts, practices, and procedures, as well as the ability to analyze and interpret data effectively. Excellent organizational, analytical, and project management skills are essential, along with proficiency in relevant statistical analysis and data visualization software.
Educational Background: A Master’s degree or its equivalent in a relevant field such as Monitoring and Evaluation, Public Health, International Development, Economic Development, or Epidemiology is required. The degree must be certified by the Zambia Qualifications Authority. Additional certifications in Project Management or membership in professional associations related to Monitoring and Evaluation are considered beneficial.
Experience: The position requires typically 8+ years of relevant experience in developing and implementing monitoring and evaluation methodologies, managing data collection activities, and providing technical assistance in public health or Global Health Security. Candidates should have documented experience in leading and managing MEL systems, working with health information systems, and applying research-to-practice principles. Experience in international or domestic program development and management is preferred, along with a background in non-governmental organizations or related settings.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Additional language skills may be beneficial but are not specified as mandatory.
