Job Overview:
The Technical Officer position is integral to the ILO's project funded by the Government of Japan, aimed at enhancing electronic waste management in Zambia's Central Province. This role involves overseeing the implementation of a project designed to create job opportunities for youth, particularly women and persons with disabilities, through training in e-waste recycling and sustainable disposal practices. The Technical Officer will be responsible for providing technical inputs, planning, monitoring, and evaluating project activities to ensure alignment with ILO policies and strategies. The project seeks to establish a sustainable e-waste management model that not only generates green employment but also contributes to the achievement of several Sustainable Development Goals (SDGs). The incumbent will work closely with various stakeholders, including government departments, educational institutions, and local communities, to facilitate training and support the establishment of micro-enterprises.

Duties and Responsibilities:
  • Assist in managing and implementing the project by providing technical inputs and ensuring conformity with ILO policies and project strategies.
  • Offer technical advice and support to project staff and national partners in designing, implementing, monitoring, and evaluating project activities.
  • Conduct research and integrate technical inputs for analyses, reports, and publications related to the project.
  • Develop training materials and conduct seminars and workshops for project participants.
  • Maintain close liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations to discuss project matters.
  • Coordinate and promote linkages with other relevant ILO projects and external stakeholders.
  • Promote ILO policies regarding gender equality and non-discrimination in all aspects of the project.
  • Undertake missions related to project implementation.
  • Perform other duties as required by the direct supervisor or EIIP Specialists.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in Engineering, Environmental Management, Environmental Economics, or a related field. Alternatively, a first-level university degree (Bachelor's or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. The role requires a strong understanding of solid waste management and experience in development projects, particularly in Southern Africa and Zambia.

Educational Background:
An advanced university degree (Master's or equivalent) in a relevant field such as Engineering, Environmental Management, or Environmental Economics is required. A first-level university degree (Bachelor's or equivalent) may be accepted if accompanied by additional relevant experience.

Experience:
At least five years of relevant professional experience in solid waste management is required. Prior experience in development projects in Southern Africa, particularly in Zambia, is advantageous. Familiarity with e-waste management, circular economy models, and environmental impact assessments is highly desirable.

Languages:
Excellent command of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
