Job Overview:
The position involves providing legal expertise and technical support to the Ministry of Justice's Free Legal Aid Directorate in Albania. The primary focus will be on the revision of the State-Guaranteed Legal Aid Law and its sub-legal acts. The individual contractor will be expected to engage in comprehensive legal analysis, offer recommendations for legislative improvements, and assist in the drafting of necessary legal documents. This role is crucial for ensuring that the legal aid system in Albania is effective, accessible, and aligned with international standards. The contractor will work closely with government officials and stakeholders to facilitate the implementation of legal reforms and enhance the capacity of the Free Legal Aid Directorate.

Duties and Responsibilities:
  • Conduct thorough legal research and analysis on the current State-Guaranteed Legal Aid Law and its sub-legal acts.
  • Provide expert recommendations for amendments and improvements to the legal framework governing legal aid in Albania.
  • Assist in drafting legal documents, including proposals for new legislation and amendments to existing laws.
  • Collaborate with the Ministry of Justice and other stakeholders to ensure that proposed changes are practical and implementable.
  • Facilitate workshops and training sessions for government officials on legal aid issues and best practices.
  • Prepare reports and documentation summarizing findings and recommendations for submission to the Ministry of Justice.
  • Respond to inquiries and provide clarifications regarding legal aid policies and practices as needed.
  • Ensure compliance with UNDP procurement and operational guidelines throughout the assignment.

Required Qualifications:
  • A law degree from a recognized university.
  • Proven experience in legal analysis, particularly in the area of legal aid or public law.
  • Familiarity with the Albanian legal system and the legislative process.
  • Strong analytical and drafting skills, with the ability to produce clear and concise legal documents.
  • Excellent communication skills, both written and verbal, in English and Albanian.
  • Ability to work independently and collaboratively in a team environment.
  • Previous experience working with government institutions or international organizations is an asset.

Educational Background:
Candidates must possess a law degree (Bachelor's or Master's) from an accredited institution. Additional qualifications such as a specialization in public law, human rights law, or legal aid are highly desirable. Continuous professional development in relevant legal fields will be considered an advantage.

Experience:
The position requires a minimum of 5 years of relevant professional experience in legal practice, legal consulting, or a similar role. Experience working with legal aid systems, particularly in the context of public service or government, is essential. Familiarity with international legal standards and practices related to legal aid is also beneficial.

Languages:
Fluency in both English and Albanian is mandatory for this position. Knowledge of additional languages, particularly those spoken in the Balkans or by minority communities in Albania, would be considered an asset and beneficial for effective communication with diverse stakeholders.

Additional Notes:
This position is offered as an individual contractor role under a framework agreement, which may involve multiple assignments over a specified period. The contract duration and specific terms will be discussed upon selection. The position is full-time, and the contractor will be expected to work closely with the Ministry of Justice and UNDP representatives. Compensation will be based on the contractor's qualifications and experience, in line with UNDP's remuneration policies.
