Job Overview:
The Technical Officer position is crucial for coordinating the Advancing Just Transition in Bangladesh initiative, which aims to support the Government in implementing its commitments under the Just Transition chapter of Nationally Determined Contributions (NDC) 3.
  • This role involves working closely with various stakeholders, including government entities, employers, and workers' organizations, to ensure that the ILO's broader Just Transition portfolio is effectively managed and aligned with national climate and employment frameworks. The Technical Officer will be responsible for project planning, implementation, monitoring, and reporting, ensuring that all activities are completed on time and meet the required standards. This position also requires a strong focus on collaboration and communication with various partners to foster a multi-stakeholder approach to achieving environmental sustainability and promoting green decent jobs in Bangladesh.

Duties and Responsibilities:
The Technical Officer will have a comprehensive set of duties and responsibilities, including:
  • Coordinating project implementation planning, monitoring, and reporting to ensure timely delivery of results in line with ILO and donor requirements.
  • Preparing and monitoring work plans and budgets in collaboration with CO-Dhaka operations, finance, and procurement teams.
  • Supervising a National Officer, Programme Assistant, and consultants to ensure quality outputs and compliance with ILO procedures.
  • Engaging proactively with government, employers’, and workers’ organizations, as well as donors and development partners, to maintain strong collaboration and accountability.
  • Overseeing administrative and financial operations, including expenditure tracking and contract management.
  • Promoting a collaborative learning culture within the team to foster innovation and continuous improvement.
  • Maintaining project monitoring systems in line with ILO standards and preparing timely narrative and financial reports for submission to stakeholders.
  • Providing technical support to government counterparts and partners on integrating Just Transition principles into policies and interventions.
  • Coordinating the design and implementation of sectoral diagnostics and pilot initiatives to demonstrate models for green and inclusive growth. 1
  • Supporting capacity-building activities and documenting lessons learned to inform future policy and program design.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in economics, public policy, environmental management, international development, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of the aforementioned fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should also demonstrate a strong understanding of project management, policy advisory roles, and technical cooperation related to employment, environment, or sustainable development.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as economics, public policy, environmental management, or international development. A first-level university degree in these fields, along with additional relevant experience, may also be considered acceptable. This educational foundation is essential for understanding the complexities of Just Transition initiatives and the broader context of labor and environmental policies.

Experience:
Candidates should have at least five years of progressively responsible experience, including three years at the international level, in project management, policy advisory roles, or technical cooperation related to employment, environment, or sustainable development. Proven experience in managing multi-stakeholder or donor-funded projects, including budgeting and coordination with government and social partners, is essential. Familiarity with Nationally Determined Contribution (NDC) processes and climate policy frameworks is an asset, as is experience working in Bangladesh and in resource mobilization.

Languages:
Excellent command of English is mandatory for this position. Knowledge of Bengali is considered an advantage, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role in the Bangladeshi context.

Additional Notes:
The position is a short-term contract initially lasting six months, with the possibility of renewal subject to satisfactory performance and availability of funds. The ILO emphasizes that technical cooperation appointments are not expected to lead to a career within the organization and do not carry expectations of renewal or conversion to other types of appointments.
