Job Overview: The Program Manager II for Emergency Response and Recovery will be responsible for managing and providing technical oversight for the development and implementation of emergency response and recovery programming within the Program Office (PO). This role is particularly focused on large and complex projects, ensuring that effective systems and processes are in place to support high-quality programming that aligns with Catholic Relief Services' mission of serving the poor and vulnerable. The manager will utilize their management skills and knowledge to ensure that the PO delivers high-quality programming and continuously seeks to improve the impact of its emergency response and recovery initiatives. The position requires a proactive approach to identifying opportunities for new funding and ensuring that the PO's emergency response and recovery portfolio aligns with the agency's strategic priorities.
Duties and Responsibilities: The Program Manager will provide comprehensive management, guidance, and technical oversight for all emergency response and recovery projects throughout their lifecycle. This includes ensuring that project design, start-up, implementation, and close-out adhere to CRS quality principles, donor guidelines, and industry best practices. The manager will effectively manage talent within the emergency response and recovery programs, supervising team dynamics and staff well-being. Responsibilities include coaching staff, developing individual development plans, and conducting performance management for direct reports. The manager will oversee technical assistance and capacity strengthening activities for staff and partner organizations to enhance program quality and impact. They will lead program learning initiatives, identify opportunities for research and publications, and facilitate the dissemination of promising practices and lessons learned. The role also involves contributing to the pursuit of new funding opportunities, serving as the technical lead for proposal writing, and ensuring timely project expenditures in line with financial plans. The Program Manager will represent CRS in relevant working groups and clusters, engaging with key donors and local stakeholders.
Required Qualifications: Candidates must possess a Bachelor’s Degree in International Development, International Relations, Community Development, or a related field such as WASH, shelter, livelihoods, or security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security. Additional experience may substitute for some educational requirements. A minimum of 5 years of relevant field-based project management experience is required, with at least 3 years in emergency programming, including WASH, shelter, livelihoods, and/or food security. Preferred qualifications include a Master’s Degree in a related field and previous experience with CRS.

A Master’s Degree in these fields is preferred and may enhance a candidate's qualifications.
Experience: The position requires a minimum of 5 years of relevant project management experience, with a strong preference for candidates who have at least 3 years of experience specifically in emergency programming. Candidates should have experience managing moderately complex projects and working closely with local partner organizations, as well as experience in an international NGO setting.
Languages: Fluent English is mandatory for this position, while working proficiency in the Myanmar language is considered a plus. This bilingual capability will enhance communication and effectiveness in the local context.
Additional Notes: The position involves supervisory responsibilities and requires the candidate to be willing to travel up to 30% to project sites in Myanmar or within the Asia region, contingent on security conditions.
