Job Overview: The Human Resources Officer position is situated within the Human Resources Team of the Business Support Section (BSS) of the UNJSPF. The incumbent will report directly to the Human ResourceTeam Lead in the Office of Investment Management. This role encompasses a wide range of human resources functions, including providing advice and support to managers and staff on HR-related matters, preparing special reports, and leading HR projects. The officer will be responsible for recruitment and placement activities, including identifying vacancies, preparing job announcements, conducting interviews, and overseeing the selection process. Additionally, the role involves administering entitlements, advising on policies and regulations, and providing guidance on staff development and career support. The Human Resources Officer will also be tasked with analyzing data to identify trends and support decision-making processes.
Duties and Responsibilities: The Human Resources Officer will undertake a variety of responsibilities, including but not limited to: providing advice and support to managers and staff on HR matters; preparing special reports and leading HR projects; identifying upcoming vacancies and coordinating with client offices; preparing vacancy announcements and reviewing applications; conducting interviews and selecting candidates; serving as ex-officio in appointment and promotion bodies; preparing job offers; monitoring recruitment activities; advising on policies and regulations; administering salary and benefits; reviewing and recommending changes to policies; providing career development advice; designing and implementing induction programs; assisting with performance management; advising staff on rights and responsibilities; preparing job classification analyses; and collecting and analyzing data for insights and reporting.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, Human Resources Partner Certification is required. The role demands a strong understanding of human resources policies, practices, and procedures, as well as the ability to apply them effectively in an organizational context.
Educational Background: The educational requirements for this position include an advanced university degree (Master’s degree or equivalent) in a relevant field such as human resources management, business or public administration, social sciences, or education. Alternatively, a first-level university degree may be accepted if accompanied by relevant qualifying experience. The position also requires Human Resources Partner Certification, which underscores the necessity for specialized knowledge in human resources management.
Experience: The ideal candidate should have a minimum of five years of progressively responsible experience in human resources management, with at least five years of experience specifically within the United Nations Common System. Candidates must also have experience using HR modules of ERP systems, such as Umoja, and Application Tracking Systems like Inspira. Furthermore, experience in designing and implementing human resource strategies at a departmental or organization-wide level is required, along with at least two years of experience working on strategic HR projects.
Languages: English is the required working language for this position, as it is one of the two working languages of the United Nations Secretariat, the other being French.
