Job Overview: The Evaluation Consultant - Gender and Human Rights Expert will work under the guidance of the Chief or Deputy Chief of the UNODC Independent Evaluation Section at Headquarters in Vienna, Austria. This position requires close collaboration with the Evaluation Expert and the evaluation team throughout the entire evaluation process. The consultant will provide substantive inputs related to gender and human rights, contributing to the evaluation design, data collection, and analysis phases. The role emphasizes the importance of gender inclusivity and sensitivity, ensuring that the evaluation process generates information from diverse groups, including men, women, and marginalized communities. The consultant will also be responsible for adhering to the United Nations Evaluation Group (UNEG) Norms and Standards and ensuring that all deliverables are submitted in a timely and satisfactory manner. The position is home-based but requires travel to Vienna, Nairobi, and Pretoria, and is expected to last from March 1, 2026, to August 31, 2026.
Duties and Responsibilities: The duties and responsibilities of the Evaluation Consultant include:
Providing substantive inputs throughout the evaluation process and participating in the kick-off meeting.
Conducting a desk review of relevant documents and research products.
Contributing expert knowledge to the development of the evaluation design, ensuring it is gender-inclusive and sensitive.
Implementing approved data collection tools and methods in an inclusive manner during the data collection phase.
Conducting high-quality data analysis using related tools and software, ensuring access to raw data for the Independent Evaluation Section.
Facilitating a preliminary findings workshop for validation with project staff.
Ensuring adherence to UNEG Norms and Standards and UNODC evaluation guidelines.
Submitting all deliverables in accordance with the quality criteria checklist.
Contributing to presentations and briefings throughout the evaluation process as requested.
Required Qualifications: The required qualifications for this position include an advanced university degree (Master’s degree or equivalent) in gender studies, human rights, law, social sciences, international development, or a related field. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) combined with two additional years of qualifying experience may be accepted. A minimum of 7 years of progressively responsible professional experience in gender equality, human rights, or related areas at the international level is required. Additionally, experience in mainstreaming gender and human rights in criminal justice programs, policies, and evaluations is essential. The candidate must also have experience working in a team and presenting complex evaluation or research results in a structured manner.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as gender studies, human rights, law, social sciences, or international development. A first-level university degree (Bachelor’s degree or equivalent) may be accepted if combined with additional qualifying experience. This educational background is crucial for understanding the complexities of gender and human rights issues in the context of evaluation.
Experience: The position requires a minimum of 7 years of progressively responsible professional experience in gender equality, human rights, or related areas at the international level. Candidates should have a proven track record of conducting evaluations, particularly in the context of the United Nations. Experience in gender-sensitive evaluation methodologies and analysis is also desirable, along with knowledge of the UN system and UNODC.
Languages: Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is considered an advantage and may enhance the candidate's profile.
