Job Overview:
The position of Technical Consultant - CIRT Policies and Procedures is focused on developing and complementing the necessary activities for the policies and procedures that will govern the functioning of the National Computer Incident Response Teams (CIRT) in Honduras. The consultant will work under the guidance of the Programme Officer of the Area Office for South America, located in Santiago, and will closely coordinate with the Senior Cybersecurity Coordinator in the Telecommunication Development Bureau (BDT). The role requires defining essential processes and workflows necessary for the CIRT's operation, taking into account the network architecture and technical specifications relevant to the CIRT infrastructure. This includes creating basic policies and procedures, as well as technology requirements and infrastructure plans that will support the CIRT's operational capabilities. The consultant will also be responsible for developing training materials to ensure the effective functioning of the CIRT, thereby contributing to the overall cybersecurity posture of Honduras.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Defining basic processes and workflows necessary for the effective functioning of the CIRT, ensuring alignment with the network architecture and technical specifications.
  • Developing basic policies and procedures that will guide the operations of the CIRT, including considerations for security" style="border-bottom: 1px dotted #007bff !important;">security zoning and system requirements.
  • Outlining basic technology requirements and creating detailed infrastructure plans, diagrams, and manuals that specify the necessary solutions and capabilities for the CIRT.
  • Producing Basic Standard Operating Procedures (SOPs) for the specified activities related to the CIRT.
  • Creating policy documents and flowcharts that clearly outline the procedures to be followed by the CIRT.
  • Developing training materials that will facilitate the effective functioning of the CIRT and ensure that personnel are adequately prepared to respond to incidents.
  • Collaborating with various stakeholders to ensure that the CIRT's policies and procedures are comprehensive and effective in addressing the cybersecurity needs of Honduras.

Required Qualifications:
Candidates must possess a strong set of qualifications to be considered for this role. This includes the ability to elaborate and deploy processes, workflows, flowcharts, policies, procedures, and SOPs specifically for the functioning of a National CIRT. Additionally, candidates should have a solid understanding of the technology requirements and infrastructure necessary for a National CIRT, including the ability to create physical and logical plans, diagrams, and manuals. Experience in developing training programs related to the functioning of a National CIRT is also essential. Furthermore, candidates should demonstrate computer literacy, particularly with office applications and databases/content management systems, and possess the ability to work both independently and collaboratively within a team, while maintaining effective working relationships in a diverse and multicultural environment.

Educational Background:
The educational background required for this position includes an advanced university degree in engineering, telecommunications, systems, cybersecurity, information and communications technology, or a related field. Alternatively, candidates may possess education from a reputable college of advanced education that provides a diploma equivalent to an advanced university degree in one of the aforementioned fields. This educational foundation is critical for understanding the complex technical requirements and operational needs of a National CIRT.

Experience:
Candidates must have a minimum of five (5) years of relevant experience in the field. This experience should include a proven track record of elaborating and deploying processes, workflows, flowcharts, policies, procedures, and SOPs specifically for the functioning of a National CIRT. Additionally, candidates should have experience in defining technology requirements and creating infrastructure plans, diagrams, and manuals that support the operational capabilities of a National CIRT. Experience in deploying training programs related to the functioning of a National CIRT is also highly desirable, as it demonstrates the candidate's ability to effectively communicate and educate others on cybersecurity practices.

Languages:
Proficiency in languages is an important aspect of this position. Candidates must have knowledge of Spanish as their mother tongue, which is essential for effective communication within the context of the role. Additionally, candidates should possess advanced proficiency in English, as this will be necessary for engaging with international stakeholders and understanding technical documentation and resources that may be in English.

Additional Notes:
The position is classified as a consultant role with a contract duration of 35 working days.
