Job Overview:
The Programme Analyst (SRHR) position is critical in managing and implementing cervical cancer prevention initiatives, particularly focusing on HPV vaccination in Vietnam. This role involves working closely with the Sexual Reproductive Health Team Leader and requires a strong understanding of the political, social, and economic factors influencing health policies in Vietnam. The analyst will be responsible for coordinating the HPV vaccination project funded by Gavi and MSD, ensuring compliance with both government and UNFPA regulations. The position demands a proactive approach to data analysis, advocacy, and collaboration with various stakeholders to enhance the effectiveness of cervical cancer prevention strategies. The analyst will also contribute to the development of national policies and frameworks related to sexual and reproductive health, ensuring that the initiatives align with UNFPA's strategic goals and the broader health agenda in Vietnam.

Duties and Responsibilities:
The Programme Analyst will manage the day-to-day operations of the HPV vaccination project, ensuring timely implementation and adherence to project guidelines. Responsibilities include analyzing the political and economic landscape to identify opportunities for UNFPA interventions, preparing policy briefs, and providing technical support for project activities. The analyst will monitor and evaluate project progress, prepare comprehensive reports for donors, and support communication efforts by drafting key messages for media engagement. Additionally, the role involves mobilizing additional funding to sustain project initiatives and collaborating with UN agencies and other partners to ensure effective decision-making processes. The analyst will also contribute to advocacy efforts for sexual and reproductive health, integrating gender and human rights considerations into all aspects of programming and evaluation.

Required Qualifications:
Candidates must possess an advanced university degree in medicine, public health, or a related field focused on sexual and reproductive health and rights. A minimum of two years of professional experience in cervical cancer prevention, particularly in HPV vaccination and early screening programs, is required. Applicants should have a solid understanding of global and national policies regarding cervical cancer prevention and experience in advocacy and policy development. Demonstrated skills in project design, monitoring, and evaluation are essential, along with experience in training health providers and developing communication strategies for vulnerable populations. Familiarity with working alongside government health departments and civil society organizations is also necessary, and a medical degree or clinical background is considered an asset.

Educational Background:
An advanced university degree in fields such as medicine, public health, or other disciplines directly related to sexual and reproductive health and rights is required for this position. This educational background ensures that the candidate has the necessary knowledge and skills to effectively contribute to cervical cancer prevention initiatives and manage health programs.

Experience:
The position requires at least two years of intensive professional experience in cervical cancer prevention, with a focus on the development and management of HPV vaccination programs and early screening initiatives. Candidates should have a proven track record of working in the field of sexual and reproductive health, demonstrating their ability to design, monitor, and evaluate relevant projects. Experience in collaborating with various stakeholders, including government agencies, civil society, and development partners, is crucial for success in this role.

Languages:
Fluency in both English and Vietnamese is mandatory for this position. This bilingual requirement ensures effective communication with local stakeholders and the ability to engage in policy dialogues and advocacy efforts.
