Job Overview: The Local administration" style="border-bottom: 1px dotted #007bff !important;">Land Administration Specialist will play a crucial role in the UTF/GEO/034/GEO-F project, which aims to formulate and design land consolidation in Georgia. This position is pivotal in providing local support to the project in selected pilot areas, specifically in the municipalities of Kareli and Gori. The overarching goal of the project is to introduce a fully operational land consolidation instrument in Georgia, integrated with irrigation rehabilitation efforts under the World Bank's Georgia Resilient Agriculture, Irrigation, and Land (GRAIL) Project. The successful candidate will contribute to increased agricultural production, efficient land use, improved access to credit, and strengthened land rights, particularly for women. The role requires a strong focus on community engagement, technical support, and collaboration with various stakeholders to ensure the successful implementation of land consolidation activities.
Duties and Responsibilities: The incumbent will be responsible for providing technical support for the successful implementation of the land consolidation pilot project. Key responsibilities include serving as the primary focal point for day-to-day project implementation, ensuring effective communication with local authorities, landowners, and farmers, and facilitating community engagement. The specialist will lead the identification and inventory of landowners, conduct interviews, and collect necessary data. Additional duties include contributing to the preparation of the Land Consolidation Feasibility Study Report, supporting the land valuation process, participating in land re-allotment planning, and facilitating stakeholder consultations. The specialist will also identify and mitigate risks associated with land consolidation projects and contribute to the development of the National Land Consolidation Programme based on pilot experiences.
Required Qualifications: Candidates must possess a university degree in Land Administration, Geomatics, or a related field. A minimum of 5 years of experience in land administration and management is required, with knowledge of land consolidation considered an asset. Candidates must also demonstrate a working knowledge of English at a C-level for both speaking and writing. Additionally, candidates must be nationals of Georgia.
Educational Background: The position requires a university degree in a relevant field such as Land Administration, Geomatics, or a closely related discipline. It is essential that the educational qualifications are obtained from an institution accredited or recognized in the World Higher Education Database (WHED).
Experience: Candidates should have a minimum of 5 years of relevant experience in land administration and management. Experience working with rural communities and farmers, as well as involvement in multi-disciplinary teams and large-scale development projects, is highly desirable. Familiarity with land governance, tenure systems, and legal frameworks related to land administration is also important.
Languages: A working knowledge of English is mandatory, specifically at a C-level for both speaking and writing. Proficiency in Georgian is also required, given the local context of the position. Additional language skills may be beneficial but are not mandatory.
