Job Overview: The Program Deputy Field Coordinator (P-DFC) is responsible for overseeing the implementation of programs in the Kharkiv Region, particularly in the context of the ongoing humanitarian crisis due to the conflict in Ukraine. The P-DFC will support the design and implementation of new projects aligned with SI's annual country strategy and the evolving humanitarian needs in the area. This role involves direct management of Program Managers to ensure the quality of project implementation, as well as supporting the Field Coordinator in external representation tasks. The P-DFC will face challenges such as a volatile operational environment, the need for capacity building among newly recruited Project Managers, and navigating a complex donor landscape. The first month will focus on familiarizing with ongoing projects, team structures, and operational procedures, as well as supporting fundraising efforts and analyzing priority needs.
Duties and Responsibilities: The P-DFC will have a range of responsibilities including: supervising the implementation of programs, ensuring quality project execution, managing Program Managers, supporting the Field Coordinator in external meetings, and contributing to project design and implementation. The P-DFC will also be tasked with conducting needs assessments, coordinating with local authorities and partners, and analyzing existing reports to identify service coverage gaps. Additionally, the P-DFC will play a key role in fundraising efforts, including proposal writing and advocacy, while maintaining strong program quality and accountability mechanisms under sensitive operational modalities.
Required Qualifications: Candidates must possess a bachelor's degree in a relevant field and have at least 3 years of experience in the humanitarian sector, with a minimum of 1 year in a similar position. Experience in humanitarian program management is essential, and an engineering background or education in WASH or a related technical field is considered an asset. Strong project management skills and knowledge of SI's sectors of intervention (WASH, Shelter, FSL, RRM) are required, along with experience in MEAL and grants management, and partnership implementation.
Educational Background: A bachelor's degree in a relevant field is required for this position. This educational background should ideally be complemented by additional training or certifications related to humanitarian aid, project management, or technical fields relevant to the organization's work in WASH and Shelter.
Experience: The position requires a minimum of 3 years of experience in the humanitarian sector, with at least 1 year in a similar role. Candidates should have a proven track record in humanitarian program management, demonstrating the ability to navigate complex operational environments and manage diverse teams effectively.
Languages: Proficiency in English is mandatory for this position. Knowledge of French is considered an asset, as well as proficiency in Ukrainian or Russian, which would be beneficial for communication within the local context.
Additional Notes: This is a short-term contract position with a duration of 9 months, starting on April 13, 2026, with the possibility of extension. The role is based in Kharkiv, Ukraine, and involves working in a challenging and volatile security" style="border-bottom: 1px dotted #007bff !important;">security environment. The compensation package includes a gross monthly salary starting from EUR 2,475, a monthly per diem of EUR 700, and coverage for accommodation and travel expenses.
