Job Overview: The ICLA Technical Officer will play a crucial role in the day-to-day implementation of Information, Counselling and Legal Assistance (ICLA) activities. This position involves community outreach and the provision of legal services related to legal identity, registration of internally displaced persons, and housing, land, and property rights. The officer will ensure that the ICLA activities align with the organization's core competencies and facilitate access to essential services. Additionally, the role includes conducting capacity-building activities and legal monitoring, research, analysis, and reporting to enhance the effectiveness of the program.
Duties and Responsibilities: The ICLA Technical Officer will be responsible for a variety of tasks, including but not limited to: conducting outreach activities to identify key locations for legal aid delivery, organizing and conducting individual and group information sessions, providing tailored legal counselling, and offering legal assistance and representation for selected cases based on ICLA criteria. The officer will ensure effective legal case management and quality provision of legal aid, whether in person or through remote modalities. Furthermore, the officer will conduct housing, land, and property due diligence activities in coordination with the NRC Shelter programme, ensure safe identification and referral of individuals in need of specific services, and develop educational and training materials on legal protection issues. The officer will also prepare and facilitate capacity-building activities, participate in needs assessments, conduct legal research and analysis, and contribute to the development of legal and advocacy documents. Coordination with other NRC programmes and local authorities, NGOs, and UN agencies regarding legal aid provision is also a key responsibility, along with maintaining proper documentation and assisting with administrative tasks as needed.
Required Qualifications: Candidates must possess a Bachelor’s degree in Law and have a minimum of 2 years of relevant work experience. Experience in similar roles within humanitarian or recovery contexts is essential, as is previous experience working in complex and volatile environments. Documented results related to the position’s responsibilities are required, along with context-related skills, knowledge, and experience that are tailored to the specific position.
Educational Background: A Bachelor’s degree in Law is mandatory for this position, ensuring that the candidate has the necessary legal knowledge and understanding to perform the duties effectively.
Experience: The position requires a minimum of 2 years of relevant work experience, particularly in roles that involve providing information, counselling, and legal assistance in humanitarian or recovery contexts.
