Job Overview:
The Humanitarian Access & Safety Advisor role is critical for providing strategic and operational leadership in the areas of humanitarian access, safety, and security" style="border-bottom: 1px dotted #007bff !important;">security-risk-management" style="border-bottom: 1px dotted #007bff !important;">security risk management. This position reports directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and collaborates closely with various teams, including Safety & Security, Programs, Risk & Compliance, and Senior Management. The Advisor will navigate complex risk environments to facilitate effective humanitarian delivery, addressing security risks, access constraints, and sanctions-related risks that may impact CARE's operations. The role is primarily based in Amman, with up to 30% travel to Palestine, and involves overseeing and supporting operations across Gaza, the West Bank, and Jordan. The Advisor will ensure preparedness for various threats and hazards, assist in developing proactive and reactive risk management strategies, and maintain security requirements and responsibilities for the CARE Country Office.

Duties and Responsibilities:
The key responsibilities of the Humanitarian Access & Safety Advisor include leading the development and implementation of CARE Palestine's security frameworks, conducting thorough context and actor analysis to identify emerging threats and barriers to access, and advising on risk management strategies. The Advisor will be accountable for regular field visits to guide staff and partners on risk management, lead emergency and crisis response efforts, and ensure compliance with CARE's safety and security standards. Additionally, the role involves collecting and analyzing information related to safety and security, producing analytical reports for Senior Management, and promoting a positive security culture within the organization. The Advisor will also deliver training and capacity-building sessions for staff and partners, coordinate with external stakeholders, and support community engagement initiatives.

Required Qualifications:
Candidates for the Humanitarian Access & Safety Advisor position should possess a strong background in humanitarian access and security risk management, with proven experience in complex environments. They should demonstrate excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse stakeholders. A deep understanding of the humanitarian context in Gaza, the West Bank, and Jordan is essential, along with knowledge of relevant security frameworks and compliance requirements. The ideal candidate should also have experience in training and capacity building, particularly in security-related topics.

Educational Background:
A bachelor's degree in a relevant field such as international relations, security studies, or humanitarian affairs is required. A master's degree or equivalent experience in a related discipline is preferred. Candidates should have a solid understanding of humanitarian principles and practices, as well as familiarity with security risk management frameworks and methodologies.

Experience:
The position requires a minimum of 5 years of experience in humanitarian access and safety, with a focus on security risk management in complex environments. Candidates should have a track record of successfully navigating security challenges and implementing effective risk management strategies. Experience working with international NGOs or UN agencies in similar roles is highly desirable.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Arabic is highly desirable, as it will facilitate communication with local stakeholders and communities. Knowledge of additional languages relevant to the region would be considered an asset.

This position is full-time and may involve international travel as required. The role is classified at a seniority level that requires significant expertise and experience in the field. Compensation and benefits will be commensurate with experience and in line with CARE's organizational policies.
