Job Overview:
The Emergency Programme Manager position is crucial for addressing the overlapping crises currently facing Haiti, including violence, food insecurity, and cholera. The UN's activation of a system-wide scale-up necessitates that Plan International Haiti strengthens its donor-funded program portfolio. This role will be pivotal in external representation and enhancing the organization's profile during this critical period. The Emergency Programme Manager will lead the management of specific emergency programs, ensuring alignment with Plan International standards, and will be responsible for updating humanitarian response strategies. The position requires conducting Rapid Needs Assessments focused on children, particularly girls, and reviewing potential local partners to ensure high-quality programming. The manager will also oversee consortium strategy and coordination, ensuring donor alignment and timely delivery of life-saving interventions, while producing high-quality reports and leading proposal development and revisions.

Duties and Responsibilities:
The Emergency Programme Manager will have a wide range of responsibilities, including:
  • Programming & Strategy: Leading the management of emergency programs in accordance with Plan International standards, updating humanitarian response strategies, conducting Rapid Needs Assessments, reviewing local partners, and ensuring high-quality programming.
  • Representation & Coordination: Representing Plan International to national and regional government authorities, participating in humanitarian forums and clusters, maintaining relationships with institutional donors, and identifying strategic partnership opportunities.
  • Consortium Governance: Chairing consortium meetings, ensuring effective collaboration and governance, establishing MoUs, SOPs, cost-sharing agreements, and monitoring performance.
  • Operations, Admin & Compliance: Overseeing finance, HR, logistics, and compliance with Plan International procedures and national legal requirements, working with security" style="border-bottom: 1px dotted #007bff !important;">security managers to monitor context, and ensuring effective administrative systems.
  • People Management: Defining the emergency team structure, conducting performance appraisals, and ensuring staff understand the organization's humanitarian values.
  • Information Management: Approving and sharing situation reports and ensuring timely internal dissemination.
  • Fundraising: Developing a strong grant pipeline, supporting proposal development for institutional donors, and identifying in-country funding opportunities.

Required Qualifications:
Candidates must possess significant experience leading large-scale humanitarian operations, including consortium management in diverse crisis contexts. A strong understanding of humanitarian principles, legal frameworks, and minimum standards is essential, along with proven fundraising experience across various donors. Experience in national humanitarian coordination mechanisms and strong stakeholder engagement across government, civil society, UN, INGOs, donors, embassies, and academia is required. Leadership experience in international development settings, an understanding of child rights, gender in development, and girls' rights frameworks, as well as experience with community development and participatory approaches, are also necessary. Knowledge of donor compliance, financial management, and challenging operating contexts is crucial, along with proven team leadership skills, including remote management. Excellent written and verbal communication skills in English and French, strong diplomatic abilities, and the capacity to manage stress in insecure environments are mandatory.

Educational Background:
A relevant university degree is desirable for this position, as it provides the foundational knowledge necessary for understanding the complexities of humanitarian work and the specific challenges faced in emergency programming.

Experience:
The position requires a significant level of experience, specifically in leading large-scale humanitarian operations and managing consortiums in diverse crisis contexts. Candidates should have a proven track record of engaging in national humanitarian coordination mechanisms and should demonstrate strong stakeholder engagement skills across various sectors, including government, civil society, and international organizations.

Languages:
Fluency in English and French is mandatory for this role, as effective communication in both languages is essential for engaging with diverse stakeholders and ensuring the successful implementation of programs. Additional language skills may be considered an asset, particularly if they relate to the local context or the communities served.

Additional Notes:
This position is based in Jacmel, Haiti, with some travel required to other parts of the country. It is a global recruitment effort, and support for relocation is available if necessary. The role is offered as a 6-month contract with the possibility of extension.
