Job Overview:
The Oversight and Quality Assurance Engineer will play a crucial role in the Flood Recovery Programme (FRP) in Pakistan, particularly in Larkana Division, Sindh. This position involves ensuring the quality and compliance of civil and solar works related to the recovery efforts following the devastating floods of 202
  • The engineer will work closely with the FRP engineering and project teams, government officials, and local communities to ensure that all activities meet the required standards and are delivered on time. The role requires a client-oriented approach and the ability to collaborate effectively with diverse stakeholders while maintaining high-quality work standards. The engineer will be responsible for data collection, oversight, and coordination of all civil works, ensuring that they align with UNDP and donor quality standards.

Duties and Responsibilities:
The duties and responsibilities of the Oversight and Quality Assurance Engineer include: assisting the UNDP engineering team in planning and conducting technical inspections; developing and documenting technical plans, designs, and Bill of Quantities (BOQs); reviewing invoices and related documents from construction vendors; supervising and monitoring construction sites in Larkana; ensuring quality assurance of ongoing civil work; setting weekly targets and conducting regular site monitoring; providing feedback to address challenges at construction sites; undertaking site visits and providing technical recommendations; developing site inspection reports; maintaining photographic documentation of construction sites; providing technical input into feasibility studies and project proposals; and performing any other relevant tasks assigned by the Programme Manager.

Required Qualifications:
Candidates must possess a degree in Civil Engineering or a related field, with a strong understanding of construction management and quality assurance processes. They should have excellent analytical and problem-solving skills, as well as the ability to work collaboratively in a team environment. Strong communication skills are essential, along with proficiency in technical documentation and reporting. Familiarity with UNDP's operational procedures and standards is an advantage, as is experience in disaster recovery or humanitarian projects.

Educational Background:
A bachelor's degree in Civil Engineering or a closely related discipline is required for this position. Advanced degrees or certifications in project management or quality assurance would be beneficial and may enhance a candidate's qualifications.

Experience:
The ideal candidate should have a minimum of 3-5 years of relevant experience in civil engineering, construction management, or quality assurance roles. Experience working on infrastructure projects, particularly in disaster recovery or humanitarian contexts, is highly desirable. Familiarity with the local context in Pakistan, especially in Sindh, will be considered an asset.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is highly desirable, as it will facilitate communication with local stakeholders and communities.

Additional Notes:
This position is a national UNV assignment, meaning that the volunteer will be responsible for arranging their own housing and living essentials. The UNV Field Unit will assist in opening a local bank account for the volunteer. The assignment includes a Volunteer Living Allowance (VLA) of PKR 183,920 per month to cover housing, utilities, and living expenses. Additionally, the position offers life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service.
