Job Overview:
The Programme Coordinator (Emergency Health) will be responsible for the overall supervision, management, coordination, and strategic guidance of IOM’s Emergency Health Programming in Cox’s Bazar, Bangladesh. This position requires the successful candidate to provide programmatic management, coordination, strategic guidance, and technical oversight to IOM’s emergency health operations. The role involves ensuring coordination with the Ministry of Health and Family Welfare, the World Health Organization (WHO), and health sector partners. The Programme Coordinator will also liaise and collaborate with other IOM sectors, oversee and supervise IOM’s emergency health teams, and guide project and programme development through emergency and transition phases. The position is critical in aligning migration health strategies and priorities with global health goals and existing policy frameworks, ensuring that health projects are consistent with IOM’s policies and relevant national strategies. The candidate will also be responsible for developing partnerships with various stakeholders to advance the migrant health agenda at the country level.

Duties and Responsibilities:
The duties and responsibilities of the Programme Coordinator (Emergency Health) include coordinating and supervising the overall management and administration of IOM’s Emergency Health Programme, providing strategic and technical guidance for emergency health programming, and health system strengthening activities. The candidate will develop, prepare, implement, and manage health projects and programmes, ensuring they are coherent, relevant, and feasible. The role involves supervising clinical and non-clinical IOM Migration Health staff, coordinating with the Mental Health and Psycho-Social Response (MHPSS) section, and aligning migration health strategies with global health goals. The Programme Coordinator will also develop and strengthen partnerships with the Ministry of Health, WHO, and other NGOs, guide IOM in engaging with humanitarian and health sector coordination mechanisms, and facilitate collaboration with other IOM service areas. Additionally, the candidate will oversee resource deployment, monitor health projects, develop new emergency and migration health projects, and contribute to regular reporting on achievements and strategic needs for IOM’s emergency response programme.

Required Qualifications:
The required qualifications for the Programme Coordinator (Emergency Health) position include a university degree in Medicine, Nursing, Public Health, or a related field, with a master’s degree in public health or a related field being preferred. Candidates should have at least seven years of relevant professional experience or a university degree with at least nine years of relevant experience. An additional qualification in clinical medicine, tropical medicine, maternal and child health, or public health is considered an advantage. The candidate must possess superior reporting and writing skills, a proven capacity to develop and implement programmes in migration and health, and knowledge of monitoring and evaluation processes.

Educational Background:
Candidates must have a university degree in Medicine, Nursing, Public Health, or a related field. A master’s degree in public health or a related field from an accredited academic institution is preferred. Additional qualifications in clinical medicine, tropical medicine, maternal and child health, or public health are advantageous and may enhance the candidate's profile.

Experience:
The position requires a minimum of seven years of relevant professional experience, with at least five years at an international level, preferably involving migration health issues. Candidates should have experience managing significant and complex emergency health programmes, demonstrated experience in emergency response and coordination, and a background in delivering humanitarian assistance in complex environments. Experience working with international organizations, regional organizations, ministries of health, and civil society is essential, along with proven experience in communicating scientifically to specialized audiences.

Languages:
Fluency in English is required for this position, both oral and written. Working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish), as well as Bangla or any other language spoken by Rohingya refugees, is considered an advantage. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
