The Site Development program is part of the Site Management & Site Development (SMSD) Unit of the International Organization for Migration (IOM) in Cox’s Bazar, Bangladesh. This program plays a crucial role in the Rohingya Refugee Crisis Response, focusing on the development and management of sites to ensure the safety and well-being of refugees. IOM is dedicated to promoting humane and orderly migration for the benefit of all, and it operates in numerous countries worldwide, working with various stakeholders to address migration challenges.

Job Overview:
The Site Development Operations Officer (Engineer) will be responsible for leading the field implementation of the Site Development program's activities, particularly focusing on solar energy infrastructures. This role involves close collaboration with team members and coordination with other relevant units within IOM and UNHCR. The incumbent will oversee the rehabilitation, operation, and maintenance of existing solar energy infrastructures, ensuring that all activities align with technical specifications and community needs. The position requires a proactive approach to planning and executing community-based rehabilitation and enhancement works, with a strong emphasis on sustainability and disaster risk reduction.

Duties and Responsibilities:
  • Assist in the implementation of site development projects, focusing on solar energy infrastructures, in accordance with the Site Development Operations Officer's instructions and in close coordination with field colleagues, providing regular updates.
  • Provide training and guidance to junior staff under supervision in work implementation, team management, and coordination.
  • Assist in the technical planning, operation, and maintenance phases by selecting appropriate electrical and mechanical materials and equipment for projects.
  • Support procurement processes for materials and tools necessary for the operation, repair, and maintenance of energy infrastructures, ensuring timely delivery.
  • Conduct regular field visits to monitor construction, repair, and maintenance works, ensuring compliance with technical specifications and quality control.
  • Develop trackers to monitor the operational status of solar energy infrastructures, ensuring they remain functional.
  • Plan and coordinate regular maintenance schedules to keep solar energy infrastructures operational.
  • Monitor and verify work quality, assisting the Site Development Operations Officer in resolving electrical and mechanical issues.
  • Promote community participation and ownership by liaising with beneficiary communities and ensuring activities reflect their needs. 1
  • Coordinate with IOM camp-level government agencies and stakeholders for effective project implementation. 1
  • Plan and coordinate capacity building for site development field support staff and cash-for-work groups regarding solar energy infrastructures. 1
  • Travel to multiple project locations as required. 1
  • Perform additional duties as assigned.

Required Qualifications:
Candidates must possess a Bachelor’s degree in electrical engineering or a related field from an accredited institution, along with five years of relevant experience; alternatively, a school diploma with seven years of relevant experience is acceptable. The role demands a strong background in electrical and mechanical project implementation, particularly in collaboration with local communities and corporations. Experience in solar or sustainable energy design, implementation, operation, and maintenance is essential. Familiarity with international organizations or NGOs is advantageous, as is experience in camp rehabilitation and site development, particularly with cash-for-work beneficiaries. Knowledge of contract administration and quantity surveying is a plus, as is proficiency in engineering-related software, including AutoCAD for electrical designs.

Educational Background:
A Bachelor’s degree in electrical engineering or a related field is required. Candidates with a school diploma must have a minimum of seven years of relevant experience. The educational background should reflect a strong foundation in electrical systems and project management, ensuring the candidate is well-equipped to handle the technical demands of the role.

Experience:
The position requires relevant professional experience in implementing electrical and mechanical projects, particularly those involving local community engagement. Candidates should have experience in solar energy systems, including design, implementation, operation, and maintenance. Previous work with international organizations or NGOs is preferred, as is experience in camp rehabilitation and site development. Familiarity with contract administration and quantity surveying will be beneficial, as will experience with engineering software such as AutoCAD.

Languages:
Proficiency in English and Bengali is required for this position. Knowledge of the Chittagong local dialect is desirable, as it may facilitate better communication with local communities and stakeholders.
