Job Overview: The Senior IT Officer (Cloud Systems) position is a critical role within the Infrastructure and Technology Division of the Information Technology Department at ADB. This position is responsible for setting the strategic direction for multi-cloud architecture and operations, leading infrastructure automation, governance, and security" style="border-bottom: 1px dotted #007bff !important;">security initiatives, and driving resiliency and cost management programs to enhance ADB's cloud capabilities. The role involves overseeing junior team members and reporting to the Director or designated International Staff. The Senior IT Officer will develop and lead the multi-cloud strategy, ensuring the implementation of enterprise standards and reference architectures for Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) services. This position requires a strong focus on cloud resiliency, disaster recovery, and the establishment of Site Reliability Engineering (SRE) practices to ensure the reliability and performance of cloud services.
Duties and Responsibilities: The Senior IT Officer will be tasked with a variety of responsibilities, including but not limited to: developing and leading the multi-cloud strategy for AWS and Azure; defining enterprise standards and reference architectures for IaaS and PaaS services; overseeing landing zone architectures across cloud platforms; implementing organization-level guardrails, policies, blueprints, and control planes; leading multi-cloud networking architecture, including interconnectivity, routing, DNS, security, and Zero Trust; establishing cloud resiliency and Business Continuity/Disaster Recovery (BCDR) requirements; designing and testing disaster recovery patterns; sponsoring and embedding Site Reliability Engineering (SRE) practices; directing cost governance and FinOps; overseeing security architecture and compliance; leading the development of automation platforms and pipelines; building and mentoring high-performing teams; managing vendors; and facilitating technical workshops and stakeholder communications. Additionally, the Senior IT Officer will perform activities in support of ADB's Organizational Resilience.
Required Qualifications: Candidates for the Senior IT Officer position must possess a Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field, with a Master's degree or equivalent preferred. A minimum of 8 years of work experience in enterprise cloud architecture and operations is required, along with at least 4 years of supervisory or people leadership experience. Proven expertise in multi-cloud architecture (AWS and Azure) across networking, security, and operations is essential. Candidates should also have experience in enterprise-scale Cloud Architecture and DevOps design and implementation, as well as demonstrated leadership in Site Reliability Engineering (SRE). Current hands-on technology infrastructure experience, including network, compute, storage, and virtualization, is necessary.
Educational Background: The educational background required for this position includes a Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field. A Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of complex IT systems and cloud architectures.
Experience: The position requires at least 8 years of relevant work experience in enterprise cloud architecture and operations. Additionally, candidates should have a minimum of 4 years of experience in a supervisory or leadership role, demonstrating their ability to manage teams and projects effectively. Experience in multi-cloud environments, particularly with AWS and Azure, is crucial, as is a strong background in cloud governance, security, and operations.
Languages: Proficiency in English is mandatory, both written and verbal, as the role involves significant communication and collaboration with various stakeholders. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly in the context of ADB's diverse member countries.
Additional Notes: This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs. The appointment is open to both internal and external applicants, and multiple positions at various grades may be filled from this opening. The actual position title and grade will depend on the qualifications and experience of the selected applicants.
