Job Overview:
The Associate IT Officer (Organizational Resilience) plays a crucial role within the Cybersecurity and Compliance Unit of the Information Technology Department at ADB. This position is responsible for enhancing the organization's IT resiliency, business continuity, and disaster recovery capabilities. The officer will analyze and evaluate resilience risks, assess recovery readiness, and provide evidence-based recommendations to strengthen organizational resilience. The role requires collaboration with various ITD teams and business units to ensure that resiliency requirements are integrated across applications, infrastructure, and user services. The officer will also support the development and maintenance of business continuity documents and frameworks, ensuring that ADB is prepared for potential disruptions and can respond effectively to incidents.

Duties and Responsibilities:
The duties and responsibilities of the Associate IT Officer (Organizational Resilience) include:
  • Analyzing IT resiliency activities, including disaster recovery tests and scenario-based exercises, and tracking the completion of resiliency-related deliverables across ITD teams.
  • Supporting the maintenance of business continuity documents such as Business Impact Analysis (BIA), Risk Assessment (RA), and Business Continuity Plans (BCP).
  • Evaluating risks associated with technology disruptions and recommending risk mitigation measures.
  • Providing coordination support during major IT incidents and crisis events, including monitoring and reporting of IT incident response activities.
  • Analyzing major IT incidents to identify root causes and resilience implications, and ensuring compliance with resiliency-related policies.
  • Liaising with ITD teams and stakeholders to ensure alignment on resiliency initiatives and following up on action items from audits and assessments.
  • Analyzing audit findings and recommending remediation priorities while collaborating with teams to assess resilience requirements.

Required Qualifications:
Candidates must possess a Bachelor's degree in information technology, computer science, engineering, or related fields, preferably with advanced training. They should have at least 5 years of relevant professional experience in IT operations, IT service management, infrastructure support, IT resiliency, business continuity, disaster recovery, incident management, or cybersecurity operations. Knowledge of IT disaster recovery planning, business continuity concepts, and incident management processes is essential. Candidates should demonstrate the ability to improve execution and tracking of IT resiliency activities and maintain accurate documentation.

Educational Background:
The educational background required for this position includes a Bachelor's degree in information technology, computer science, engineering, or related fields. Advanced training in these areas is preferred, indicating a higher level of expertise and understanding of the complexities involved in IT operations and resiliency.

Experience:
The position requires at least 5 years of relevant professional experience. This experience should encompass various aspects of IT operations, including IT service management, infrastructure support, and specific areas such as IT resiliency, business continuity, disaster recovery, incident management, or cybersecurity operations. Candidates should have a proven track record of effectively managing and improving IT resiliency activities.

Languages:
Strong written and verbal communication skills in English are mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to ADB's mission across the Asia-Pacific region.

Additional Notes:
This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
