Job Overview: The Investment Specialist position is situated within the Infrastructure Finance Division 2 (PSIF2) of the Private Sector Operations Department (PSOD) at ADB. The role is pivotal in supporting the origination, development, due diligence, approval, and implementation of private sector infrastructure financing projects. The Investment Specialist will also contribute to the development of policies and strategies for country programs, monitor the development impact of the portfolio, and ensure that key issues are addressed with proper risk management. This position requires relocation to Manila, Philippines, and all reasonable relocation expenses will be covered. The Investment Specialist will report to the Director of PSIF2 and will oversee junior team members, making it a leadership role within the organization.
Duties and Responsibilities: The Investment Specialist will have a diverse set of responsibilities, including:
Origination and Processing: Contributing to the origination of a pipeline of private sector infrastructure finance projects, screening investment opportunities through client outreach, marketing, and deal screening. Managing due diligence, financial modeling, risk analysis, and structuring loans, equity investments, guarantees, and other forms of ADB assistance. Leading the internal approval process and ensuring that appropriate legal documentation is concluded for all deals. Implementing and administering private sector infrastructure programs and projects, ensuring compliance with procedures and reporting requirements. Acting as a nominee director on the board of ADB's investee companies.
External Liaison: Facilitating relationships with commercial lenders, financial partners, developers, investors, and governments. Structuring transactions to maximize commercial co-financing potential.
Strategy, Policy, and Project Evaluation: Providing strategic input on project and policy papers related to private sector operations. Participating in country teams for planning and programming purposes.
Staff Supervision: Leading and supporting reporting staff, overseeing their performance, and ensuring their ongoing learning and development.
Required Qualifications: Candidates for the Investment Specialist position must possess a university degree in business administration, finance, or related fields, preferably at the post-graduate level or its equivalent. They should have at least 6 years of work experience in private sector finance, with hands-on experience in processing investments for infrastructure projects, analyzing credit risks, structuring transactions, and syndicating financing. Experience in sectors such as power, environmental infrastructure, water and wastewater, and transport is essential. Excellent written and verbal communication skills in English are required, along with international experience in development across several countries, preferably in East Asia, the Pacific, and Southeast Asia.
Educational Background: The educational background required for the Investment Specialist position includes a university degree in business administration, finance, or related fields. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and understanding of complex financial and investment concepts relevant to the role.
Experience: The position requires a minimum of 6 years of relevant work experience in private sector finance. This experience should include direct involvement in processing investments for infrastructure projects, analyzing credit risks, structuring transactions, and engaging in syndication of financing. Candidates should also have experience working in at least one of the specified sectors, which include power, environmental infrastructure, water and wastewater, and transport, demonstrating a well-rounded background in the field.
Languages: Proficiency in English is mandatory for this position, as excellent written and verbal communication skills are essential for effective interaction with stakeholders and the preparation of documentation. While English is the primary language required, knowledge of additional languages may be considered advantageous, particularly those relevant to the regions where ADB operates, such as languages spoken in East Asia, the Pacific, and Southeast Asia.
Additional Notes: This appointment is a fixed-term position for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the staff member's performance. The role is full-time and requires relocation to Manila, Philippines.
