Job Overview:
The position of Climate Mobility Expert involves contributing to IOM's initiatives in the Philippines aimed at strengthening national and local capacities to address the impacts of climate change on human mobility. The expert will work on projects that support the Government of the Philippines in implementing the National Adaptation Plan and integrating migration, displacement, planned relocation, and voluntary immobility into climate adaptation strategies. The role requires a deep understanding of climate mobility, which encompasses the movement of people due to climate change and environmental degradation. The expert will be responsible for designing and delivering training curricula, developing research activities, and providing technical assistance to mainstream mobility considerations into national and local policies and financing frameworks. This position is crucial as climate mobility is increasingly recognized as both a challenge and an adaptation strategy, necessitating collaboration with various stakeholders to enhance evidence, policy coherence, and institutional capacity.

Duties and Responsibilities:
The Climate Mobility Expert will have a range of responsibilities, including but not limited to: 1) Developing and delivering training materials and technical guides on climate mobility and related topics; 2) Conducting research and developing technical knowledge products that address the impacts of climate change on human mobility; 3) Providing technical assistance to national and local governments in integrating mobility considerations into relevant policies and plans; 4) Supporting the development of evidence-based programming and financing frameworks related to climate mobility; 5) Collaborating with IOM Philippines Climate Mobility Unit and relevant government counterparts to ensure alignment with national priorities; 6) Participating in meetings and consultations with stakeholders to gather insights and feedback; 7) Ensuring timely delivery of outputs in accordance with the approved workplan and timeline; 8) Incorporating feedback from IOM and stakeholders into final outputs; 9) Maintaining effective communication with IOM throughout the consultancy; 10) Traveling as necessary to support capacity-building and technical assistance activities.

Required Qualifications:
To qualify for this position, applicants must meet the following minimum qualifications: 1) An advanced university degree (Master's degree or equivalent) in relevant fields such as climate change, migration studies, environmental science, public policy, or development studies; 2) A minimum of five years of progressively responsible professional experience in areas related to climate change, migration, disaster risk reduction, or environmental governance; 3) Demonstrated experience working with Philippine government agencies, development partners, or international organizations; 4) Strong analytical, research, technical writing, and stakeholder engagement skills; 5) Excellent command of written and spoken English and Filipino. Additionally, expertise in specific technical areas related to climate mobility, data collection and analysis, climate policy, and climate finance is highly desirable.

Educational Background:
The educational background required for this position includes an advanced university degree, specifically a Master's degree or equivalent, in disciplines such as climate change, migration studies, environmental science, public policy, development studies, economics, geography, or monitoring and evaluation. This educational foundation is essential for understanding the complex interactions between climate change and human mobility, as well as for developing effective policies and programs.

Experience:
The position requires at least five years of progressively responsible professional experience in relevant fields. This experience should include work related to climate change, migration, disaster risk reduction, environmental governance, or sustainable development. Candidates should have a proven track record of engaging with government agencies, development partners, and civil society organizations, particularly in the context of the Philippines.

Languages:
Proficiency in English and Filipino is mandatory for this consultancy. Candidates will be evaluated on their language skills during the selection process, which may include written and oral assessments to ensure effective communication and understanding of the technical aspects of the role.

Additional Notes:
The consultancy will be subject to various conditions, including the requirement for consultants to provide their own medical insurance for non-occupational accidents or illnesses. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan at no charge. The appointment will also be contingent upon the candidate's medical fitness for appointment and compliance with any residency or visa requirements. IOM has a zero-tolerance policy regarding conduct that is incompatible with the organization's aims and objectives, including discrimination and harassment.
