Job Overview:
The position of National Consultant for Quantification Capacity Assessment (QCA) is critical in addressing the unique challenges faced by the Asia Pacific Region in supply chain management (SCM) for reproductive health commodities. The consultant will be tasked with conducting a comprehensive assessment of the current capacity of the Department of Health’s Disease Prevention and Control Bureau in the Philippines, focusing on their ability to manage quantification practices and overall SCM systems for reproductive health commodities. This role is essential for identifying best practices and gaps in knowledge and skills, which will inform the development of a framework and roadmap for improving quantification practices across countries supported by UNFPA. The consultant will utilize both qualitative and quantitative methods to gather data, including interviews with key stakeholders and a review of existing documentation, to enhance the capacity-building efforts of UNFPA in the region.

Duties and Responsibilities:
The consultant will be responsible for conducting a thorough in-country assessment using UNFPA's established methodology. Key duties include convening and interviewing key informants such as government officials, healthcare professionals, and logistics personnel to gather qualitative insights. The consultant will also analyze existing data and documentation to identify gaps and areas for improvement. Following the assessment, the consultant will draft a detailed final report that articulates the strengths and weaknesses of the current quantification capacity, identifies opportunities for improvement, and provides actionable recommendations. Additionally, the consultant will communicate findings to national stakeholders and participate in discussions to foster commitment to the recommendations. Continuous feedback will be provided throughout the assessment process to refine methodologies and enhance future assessments.

Required Qualifications:
Candidates must possess an advanced degree in Supply Chain Management, Public Health, Procurement, Logistics, Business Administration, International Management, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or related fields. Additional qualifications in regulatory sciences, health policy, or health systems management are advantageous. A minimum of two years of progressively responsible professional experience in supply chain management is required. Candidates should demonstrate strong written and spoken presentation skills, the ability to synthesize complex documents for diverse audiences, and strong interpersonal skills to develop partnerships. Knowledge of integrated reproductive health care principles and UNFPA mandates is an asset.

Educational Background:
An advanced degree in relevant fields such as Supply Chain Management, Public Health, or related disciplines is required. Additional qualifications in regulatory sciences or health systems management will be beneficial for the role.

Experience:
The position requires a minimum of two years of relevant professional experience in supply chain management, with a focus on public health or humanitarian aid contexts. Candidates should have experience in conducting assessments, analyzing data, and developing actionable recommendations based on findings.

Languages:
Fluency in English is mandatory for this position, as effective communication with stakeholders and the ability to present findings and recommendations clearly is essential.

Additional Notes:
The consultancy is expected to last from July to September 2026, with services to be delivered primarily in Manila, including travel to selected sites for data collection. The consultant will work under the supervision of the Regional Supply Chain Specialist and the Head of Programme in the Philippine Country Office, with day-to-day oversight provided by the Programme Analyst for Maternal Health and Family Planning. Regular progress reporting is required, and the consultant will be expected to deliver all materials electronically. The consultancy will involve in-country travel during the assessment.
