Job Overview:
The position of Supply Chain Management Consultant involves conducting a comprehensive Quantification Capacity Assessment (QCA) within the Philippines. The consultant will evaluate and enhance the nation's capacity for effective supply chain management, particularly concerning the quantification of essential supplies. This role requires a multifaceted approach, including convening and interviewing key informants, assessing existing data and documents, and drafting a final report with assessment results. The consultant will also communicate findings and participate in dissemination efforts, contributing to knowledge sharing on supply chain management best practices. The ultimate goal is to strengthen health supply chain management capabilities in the region and globally, ensuring that reproductive health commodities are accessible to those in need.

Duties and Responsibilities:
  • Conduct a thorough in-country assessment using UNFPA methodology, which includes interviewing key stakeholders such as government officials, healthcare professionals, and logistics personnel to gather qualitative insights.
  • Analyze existing data and documentation to identify gaps and areas for improvement in data management for quantification purposes.
  • Draft a detailed final report presenting the findings of the assessment, including strengths and weaknesses, opportunities and threats, and actionable recommendations.
  • Communicate assessment findings through presentations to national stakeholders and engage in discussions to build consensus on recommendations.
  • Provide continuous feedback throughout the assessment process to refine methodology and enhance future assessments.
  • Support stakeholders in strengthening quantification processes based on the assessment findings.

Required Qualifications:
An advanced degree in Supply Chain Management, Public Health, Procurement, Logistics, Business Administration, International Management, law" style="border-bottom: 1px dotted #007bff !important;">International Law, or related fields is required. Additional qualifications in regulatory sciences, health policy, or health systems management are considered an asset. Candidates must demonstrate professional written and spoken presentation skills, strong interpersonal skills, and the ability to develop and maintain partnerships. Knowledge of integrated reproductive health care principles and UNFPA mandates is also beneficial.

Educational Background:
Candidates must possess an advanced degree in relevant fields such as Supply Chain Management, Public Health, or related disciplines. Additional qualifications in areas like regulatory sciences or health systems management will enhance a candidate's profile.

Experience:
A minimum of two years of progressively responsible professional experience in supply chain management is required. Candidates should have experience in key areas related to supply chain management, including the ability to synthesize complex documents for diverse audiences and develop partnerships.

Languages:
Fluency in English is mandatory for this position. Proficiency in additional languages may be beneficial but is not specified as a requirement.

Additional Notes:
The consultancy is expected to take place from July to September 2026, with services delivered in Manila and travel to selected sites for data collection. The consultant will work under the supervision of the Regional Supply Chain Specialist and the Head of Programme in the Philippine Country Office. Regular progress reporting is required, and the consultant will be expected to provide feedback throughout the assessment process. The consultancy may involve in-country travel during the assessment.
