Job Overview:
The Assistant Treasurer position is a pivotal role within the Funding Division of ADB's Treasury Department. The successful candidate will be responsible for designing and leading the division's strategy, annual work plans, and operations, ensuring that funding activities align with ADB's overarching development mission. This role requires a strong focus on effective resource management, compliance, and high-quality team performance. The Assistant Treasurer will also be tasked with developing ADB's global funding and hedging strategies, managing market and counterparty risks, and optimizing cost-efficient funding. Additionally, the role involves driving capital market expansion and product innovation, maintaining a diversified funding base, and strengthening ADB's global market presence through strategic relationships with external stakeholders and internal partners. The position demands a proactive approach to leadership and strategic management, as well as a commitment to fostering a collaborative and innovative work environment.

Duties and Responsibilities:
The Assistant Treasurer will have a comprehensive set of responsibilities, including:
  • Leadership and Strategic Management: Leading the departmental strategy by translating ADB priorities into divisional objectives and performance targets. Managing team performance and capability development while adopting innovative technologies and operational improvements in debt capital markets.
  • Borrowing Operations: Formulating and implementing the annual borrowing program and strategy to achieve funding efficiency that aligns with ADB's AAA credit ratings. Leading hedging strategies for borrowing and asset-liability management transactions, overseeing the formulation of funding and hedging strategies in new markets, and executing liability management to support secondary market liquidity.
  • Knowledge Management, External Liaison, and Public Relations: Leading ADB's global investor relations strategy, expanding engagement through roadshows and conferences, and building strategic relationships with stakeholders such as underwriters, rating agencies, and regulators.
  • Operations Management: Providing strategic funding recommendations and market insights to the Treasurer, guiding operational decisions, and ensuring compliance with ADB policies.
  • Staff Supervision: Creating and leading multidisciplinary teams, managing individual and team performance, and providing direction and feedback.

Required Qualifications:
Candidates must possess a Master's Degree or equivalent in Business Administration, Finance, or related fields. Alternatively, a university degree combined with at least 15 years of specialized experience relevant to the position may be considered in lieu of a Master's degree. The role requires at least 15 years of relevant international experience in debt capital markets, with a strong understanding of fixed income securities, structured products, treasury risk management concepts, and investment practices. Proven senior management and leadership qualities are essential, along with international experience working in multiple countries.

Educational Background:
The educational background required for this position includes a Master's Degree in Business Administration, Finance, or a related field. Candidates with a university degree and extensive relevant experience may also be considered. The educational qualifications should reflect a strong foundation in financial principles and practices, particularly in the context of debt capital markets.

Experience:
The position requires a minimum of 15 years of relevant international experience in debt capital markets. Candidates should have a deep understanding of the structure and functioning of fixed income securities, underwriting, distribution, and trading across various currencies. Experience in managing capital market operations, including asset-liability management and derivatives, is crucial. Additionally, candidates should have a proven track record of leadership and management in a global context.

Languages:
Proficiency in English, both written and verbal, is mandatory for this position. Candidates should demonstrate strong communication skills, as the role involves extensive interaction with internal and external stakeholders. Knowledge of additional languages may be considered an asset, but English proficiency is essential.

Additional Notes:
This appointment is a fixed-term managerial position for an initial period of 3 years, with the possibility of renewal based on ADB's organizational needs and the staff's competencies.
