Job Overview: The Senior Transport Specialist position is a critical role within the Transport Sector Division (SD1-TRA) of the Sectors Department 1 (SD1) at ADB. The individual in this role will be instrumental in leading ADB's initiatives focused on smart mobility within the transport sector. This includes developing and implementing innovative, data-driven, inclusive, and low-carbon mobility solutions tailored for developing member countries (DMCs). The Senior Transport Specialist will be responsible for identifying, preparing, processing, and administering loans, grants, technical assistance projects, and knowledge products aimed at enhancing smart urban mobility, intelligent transport systems, and integrated multimodal transport solutions. The role requires collaboration with various stakeholders, including governments, development partners, and the private sector, to strengthen the policy, regulatory, institutional, and financing frameworks necessary for advancing smart mobility solutions. The position also involves supporting knowledge creation and capacity building to facilitate the deployment of technology-enabled transport solutions that enhance safety, accessibility, efficiency, resilience, and sustainability in the transport sector.
Duties and Responsibilities: The Senior Transport Specialist will undertake a variety of responsibilities, including:
Providing technical leadership in smart and urban mobility, focusing on intelligent transport systems (ITS) and digital transport solutions.
Leading the identification, preparation, processing, and administration of loans, grants, and technical assistance related to smart mobility, ensuring alignment with ADB policies and operational priorities.
Supporting DMCs in developing comprehensive smart mobility strategies, roadmaps, and investment plans for digital transport systems and integrated public transport.
Serving as Project Team Leader (PTL) when assigned, providing technical guidance to project teams on the design and implementation of technology-enabled transport solutions.
Conducting technical, economic, institutional, and market analyses to evaluate the feasibility and impacts of smart mobility investments.
Collaborating with various stakeholders, including government agencies and private sector partners, to prepare high-quality project documents and provide implementation support.
Promoting innovation and scalable solutions in areas such as electric mobility and digital payments.
Developing knowledge products and operational guidance on smart mobility and digital transformation in transport. 1
Overseeing assigned staff and consultants, providing direction, quality assurance, and support for professional development. 1
Performing additional responsibilities as assigned by the supervisor.
Required Qualifications: Candidates for the Senior Transport Specialist position must possess a Master's degree or equivalent in fields such as transport planning, transport engineering, intelligent transport systems, smart mobility, urban mobility, data science, public policy, economics, or climate studies. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. Additionally, candidates should have at least 10 years of relevant professional experience in the transport sector, including international experience in various countries. Strong technical knowledge of smart and urban mobility, ITS, digital transport platforms, and low-carbon transport services is essential. Candidates should also demonstrate experience in preparing and administering investment projects and technical assistance related to smart mobility and urban transport solutions. A good understanding of policy, regulatory, institutional, and financing issues related to deploying digital transport systems in developing countries is required. Candidates should possess strong analytical skills and the ability to lead multidisciplinary teams effectively.
Educational Background: The educational background required for the Senior Transport Specialist position includes a Master's degree or equivalent in relevant fields such as transport planning, transport engineering, intelligent transport systems, smart mobility, urban mobility, data science, public policy, economics, or climate studies. A university degree combined with significant specialized experience may also be acceptable.
Experience: The position requires a minimum of 10 years of relevant professional experience in the transport sector, with a strong emphasis on international experience. Candidates should have a proven track record of working in different countries and contexts, demonstrating their ability to adapt and apply their expertise in diverse environments. Experience in leading projects and teams, as well as in collaborating with various stakeholders, is crucial for success in this role.
Languages: Proficiency in English, both written and verbal, is mandatory for this position. Candidates should be able to communicate effectively and clearly in English, as it is the primary language of communication within ADB and with external partners. Additional Notes: This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment, depending on ADB's needs and the staff member's performance. The position is full-time and requires relocation to Manila, Philippines, with all reasonable relocation expenses covered by ADB.
