Job Overview:
The Project Officer will play a crucial role in the ILO's initiative aimed at improving resilience in the fisheries and aquaculture supply chains in Region XII of the Philippines. This project, funded by the Australian Department of Foreign Affairs and Trade, seeks to address significant challenges faced by the fisheries sector, including informality, occupational safety risks, and limited access to social protection. The Project Officer will be responsible for coordinating and implementing project activities, ensuring timely and efficient delivery of interventions. This role requires collaboration with various stakeholders, including government agencies and local organizations, to promote recovery and resilience in the supply chains while adhering to international labor standards. The Project Officer will also be involved in data collection, monitoring project progress, and preparing reports to communicate the project's impact and visibility.

Duties and Responsibilities:
The Project Officer will be tasked with several key responsibilities, including:

• Coordinating and implementing project activities effectively, ensuring comprehensive interventions are delivered on time.
• Facilitating engagement with regional partners, including local government officials, workers' and employers' organizations, and sectoral associations.
• Conducting regular missions to Region XII to organize coordination meetings, trainings, advocacy campaigns, and workshops, ensuring stakeholder participation.
• Collecting and compiling data from project constituents to support planning, implementation, monitoring, and evaluation of activities.
• Reviewing and analyzing project work plans to ensure clarity and completeness.
• Monitoring project progress and following up on required documentation to facilitate timely implementation.
• Drafting terms of reference for project activities and preparing information materials to support communication efforts.
• Attending and representing the ILO in relevant meetings and events related to fisheries and aquaculture supply chains.
• Drafting, editing, and translating official correspondence and public information materials as needed. 1

Required Qualifications:
Candidates must possess a first-level university degree in social sciences, public policies, development studies, or a related field. Additionally, candidates should have at least two years of professional experience in project management, implementation, and coordination activities. Experience working with government authorities and social partners is essential, and familiarity with recovery activities in the labor sector, particularly within fisheries and aquaculture supply chains, is highly desirable. Experience in Region XII will be considered an asset.

Educational Background:
The educational requirement for this position is a first-level university degree in a relevant field such as social sciences, public policies, or development studies. This educational background is crucial for understanding the complexities of labor rights and social development, which are central to the ILO's mission.

Experience:
The position requires a minimum of two years of professional experience at the national level, specifically in project management and coordination. Candidates should have a proven track record of effectively liaising with government authorities and social partners. Experience in recovery activities related to the labor sector or labor issues within fisheries and aquaculture supply chains will be a significant advantage. Familiarity with the socio-economic context of Region XII is also beneficial.

Languages:
Excellent knowledge of English and Filipino is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for drafting official documents and reports.

This position is a short-term contract lasting 10 months, with the possibility of extension based on various factors such as funding availability and performance. The entry-level salary for this position is 1,448,518 Philippine pesos per year.
