Job Overview:
The Energy Specialist position is a critical role within the Energy Sector Division of the Sectors Department 1 at ADB. The selected candidate will be responsible for supporting energy transition initiatives across ADB's developing member countries (DMCs) in alignment with ADB's Energy Policy. This role involves engaging with DMC governments, development partners, and other stakeholders to identify, develop, and implement energy projects and policies. The Energy Specialist will oversee junior staff members and will be expected to contribute to the operationalization of energy transition initiatives, ensuring the quality and timely delivery of projects and consultancy outputs. The position requires a strong focus on policy dialogue, sector reforms, and the development of sustainable energy strategies that promote low-carbon and efficient energy transitions in DMCs.

Duties and Responsibilities:
The Energy Specialist will have a comprehensive set of responsibilities, including:

• Supporting the operationalization of energy transition initiatives in hard-to-abate power and industrial sectors across DMCs.
• Leading and providing technical inputs to energy sector workstreams, including policy dialogue and sector reforms.
• Contributing to the development of energy sector policies, strategies, and regulatory frameworks that advance sustainable energy transitions.
• Identifying, preparing, processing, and administering loans, grants, and technical assistance in the energy sector.
• Engaging with DMC governments and ADB offices on technical, structural, and procurement issues.
• Coordinating with development partners and external stakeholders to build partnerships and mobilize support.
• Representing the energy transition team in discussions, training, and conferences.
• Overseeing the quality and compliance of project-related documents and outputs.
• Supporting private sector participation and public-private partnership opportunities. 1
• Supervising and mentoring junior staff and consultants, ensuring quality control and knowledge sharing.

Required Qualifications:
Candidates must possess a university degree or equivalent in engineering, economics, finance, business administration, or related fields, preferably at the post-graduate level. They should have at least 6 years of relevant professional experience in energy and industrial policy, regulation, and projects, with international experience in multiple countries, particularly in South Asia and Central West Asia. The ideal candidate will be a credible expert in energy and industrial policy with a recognized ability to lead projects and share knowledge on innovation. Knowledge of key industrial areas such as steel, chemicals, and methane emissions reductions is essential. Candidates should also have experience in knowledge transfer from developed to developing countries and broad expertise in ADB's operations.

Educational Background:
A university degree or equivalent in a relevant field such as engineering, economics, finance, or business administration is required. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and understanding of complex energy issues.

Experience:
The position requires a minimum of 6 years of relevant professional experience in energy and industrial policy, regulation, and projects. This experience should include work in both public and private sectors, with a focus on international contexts, particularly in South Asia and Central West Asia. Candidates must have at least two years of relevant experience outside ADB within the past five years, which can include roles as a consultant or contractor.

Languages:
Proficiency in written and verbal English is mandatory for this position. Additional language skills may be advantageous but are not specified as requirements.

Additional Notes:
This is a fixed-term appointment with the option to renew, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise. Successful applicants may occasionally undertake short-term assignments in other departments.
