SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. Through its interventions, SI implements expertise in access to drinking water, sanitation, hygiene promotion, as well as security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and livelihoods. SI operates in 26 countries with a total of 3,200 staff members, including expatriates, national employees, headquarters staff, and a few volunteers. The organization has been active in the Democratic Republic of the Congo (DRC) since 2001, addressing humanitarian needs of populations impacted by conflicts and natural disasters and participating in the fight against epidemics. SI's mission in the DRC includes food security and livelihoods, water, hygiene, and sanitation, as well as multi-sector cash assistance. Each of SI's activities includes a strong protection component, either as a standalone or through an implementation partner. SI's programs cover emergency response through rapid response programs and second-line programs, as well as recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, which aims to maintain a strong capacity for emergency response while developing sustainable solutions to the issues affecting populations in the eastern part of the country. The mission consists of a coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and three operational bases located in Petit Nord Kivu (Goma, with a sub-base in Kiwandja), Grand Nord Kivu (Beni with a sub-base in Nobili), and Ituri (Bunia, with plans to open/reopen sub-bases in Mahagi and Fataki). As part of its multi-year strategy, SI aims to open new bases and expand its program portfolio.

Job Overview:
The primary objective of the Security and Access Coordinator is to support the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, Field Coordinators, and base managers in managing the security of teams and assets. The coordinator participates in information collection, context analysis, and the establishment of appropriate procedures. Additionally, the coordinator is involved in training and raising awareness among teams regarding security management. The coordinator plays a key role in managing security crises. The main challenges of this position are to enable SI to maintain its operational capacity and humanitarian access while ensuring optimized security through (i) contextual analysis, (ii) security management procedures adapted to risks that allow teams to remain operational and responsive, and (iii) incident management that does not adversely affect SI's presence or operational capacity in an area. SI aims to retain its ability to remain a frontline actor in the DRC.

Duties and Responsibilities:
The Security and Access Coordinator is responsible for the following duties:
  • Conducting regular security assessments and context analyses to inform decision-making.
  • Developing and implementing security management procedures tailored to the specific risks of each operational area.
  • Training and sensitizing staff on security management best practices.
  • Monitoring and reporting on security incidents and trends to ensure timely responses.
  • Collaborating with local authorities and other organizations to negotiate humanitarian access.
  • Providing support during security crises, including coordinating evacuations if necessary.
  • Ensuring that all staff are aware of and adhere to security protocols.
  • Participating in the development of contingency plans for various security scenarios.
  • Engaging in regular communication with the Country Director and other senior management regarding security issues. 1
  • Maintaining a strong understanding of the political and security landscape in the DRC to inform operational strategies.

Required Qualifications:
The position requires the following qualifications:
  • A Master's degree related to the field of security or humanitarian assistance.
  • At least 5 years of professional field experience and/or coordination experience.
  • Experience in a role related to personnel and organizational security, risk assessment, security management, and security awareness training.
  • Previous management experience with teams.
  • At least one experience in an emergency context.
  • Strong technical skills in security management concepts and tools.
  • Knowledge of humanitarian access concepts and principles of 'do no harm'.
  • Familiarity with International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law and humanitarian principles.
  • Proven ability to represent the organization and advocate for SI's interests. 1
  • A strong team player with a passion for capacity building.

Educational Background:
Candidates must possess a Master's degree relevant to the field of security or humanitarian assistance. This educational background is essential for understanding the complexities of security management in humanitarian contexts and for effectively leading security initiatives within the organization.

Experience:
Candidates should have a minimum of 5 years of professional experience in the field, with a focus on security management and coordination. This experience should include direct involvement in security assessments, risk management, and crisis response in challenging environments, particularly in emergency contexts. Previous experience in managing teams and working in volatile political and security situations is highly desirable.

Languages:
Fluency in French is mandatory for this position. Proficiency in Swahili is considered an asset, as it enhances communication with local communities and stakeholders in the DRC.

Additional Notes:
The position is a short-term contract with a duration of 5 months, starting as soon as possible. The role is based in Goma, DRC. The salary is competitive, starting at EUR 2860 gross per month, which includes a base salary of EUR 2600 plus a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of USD 800 is provided. SI covers housing costs and travel expenses between the expatriate's home country and the duty station. A break system is in place, allowing for 7 working days off every three months, with USD 850 allocated for these breaks. Expatriates benefit from comprehensive health insurance covering all medical expenses, including dental and ophthalmological care, as well as repatriation. Vaccination and essential malaria treatment costs are reimbursed. Living conditions include opportunities for socializing within the security measures of the organization, individual rooms with private or shared bathrooms, communal spaces, and a spacious guesthouse with a large garden. Electricity is available 24/7, and there are facilities for leisure activities. A curfew for expatriates is set at 9 PM.
