Job Overview:
The consultancy position for the GBViE and Gender Expert is crucial for the UNFPA's independent evaluation of its Level 3 (L3) humanitarian response in the Democratic Republic of Congo (DRC). The expert will contribute to the methodological design of the evaluation, participate in data collection and analysis, and provide substantive inputs throughout the evaluation process. This role involves developing the evaluation methodology, work plan, and field phase agenda, as well as conducting interviews and group discussions with stakeholders. The expert will also be responsible for ensuring the quality of all deliverables in line with UNFPA evaluation guidelines. The evaluation aims to assess the relevance, effectiveness, efficiency, coherence, and connectedness of UNFPA's humanitarian response and program delivery, ultimately providing actionable recommendations for ongoing humanitarian efforts in the DRC. The expert will work closely with the evaluation team and stakeholders to ensure a comprehensive and ethical evaluation process, adhering to established guidelines and standards.

Duties and Responsibilities:
The GBViE and Gender Expert will have a range of responsibilities, including: contributing to the methodological design of the evaluation; participating in data collection and analysis; providing substantive inputs throughout the evaluation process; developing the evaluation methodology and work plan; conducting document reviews, interviews, and group discussions with stakeholders; collecting data at health facilities using standardized tools; contributing to data coding and analysis; and assisting in report writing. The expert will also support the production of all deliverables as outlined in the Terms of Reference (ToR) and ensure the quality of all deliverables in accordance with UNFPA evaluation guidelines. Key responsibilities include participating in key dissemination activities of evaluation results, adhering to editorial guidelines, and ensuring high editorial standards throughout the evaluation process.

Required Qualifications:
Candidates must possess a Master’s degree in public health, medicine, health economics, epidemiology, biostatistics, social sciences, or a related field. A minimum of 10 years of experience in conducting evaluations, assessments, research studies, or monitoring and evaluation work in international development is required. Candidates should have solid knowledge of evaluation approaches and methodologies, with demonstrated ability to apply both qualitative and quantitative data collection methods. Substantive knowledge of gender-based violence (GBV) in humanitarian contexts and experience with GBV programming based on established standards is essential. Familiarity with humanitarian strategies, policies, frameworks, and international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law is also required. Excellent interpersonal and communication skills, both written and spoken, are necessary for effective stakeholder engagement and dissemination of evaluation results.

Educational Background:

This educational background is essential for understanding the complexities of health and gender issues in humanitarian contexts and for effectively contributing to the evaluation process.

Experience:
Candidates should have a minimum of 10 years of relevant experience in conducting evaluations, assessments, research studies, or monitoring and evaluation work in the field of international development. This experience should include a solid understanding of evaluation methodologies and the ability to apply both qualitative and quantitative data collection methods. Experience in GBV programming and evaluation in humanitarian contexts is particularly valuable, as is familiarity with the UNFPA's mandates and activities.

Languages:
Fluency in written and spoken French is mandatory, while proficiency in English is considered an added value. The ability to communicate effectively in both languages is crucial for engaging with diverse stakeholders and ensuring the successful dissemination of evaluation results.

Additional Notes:
The consultancy is expected to last from March to September 2026, with the GBViE and Gender Expert based in Goma and required to travel to field sites. The consultancy fee will be deliverable-based, with payments structured as follows: 20% upon approval of the design report, 40% upon submission of a draft final evaluation report of satisfactory quality, and 40% upon approval of the final evaluation report and the PowerPoint presentation of the evaluation results. The evaluation team will produce various deliverables, including inception reports, evaluation reports, and presentations, all developed in English, with the option for the GBViE expert to provide input in French. The use of AI technologies in the evaluation process is restricted and requires prior written agreement from the Evaluation Office.
