Job Overview:
The Finance Manager Zone is responsible for managing all financial aspects of projects implemented in the Eastern region of the Democratic Republic of the Congo (RDC). Based in Goma, the Finance Manager ensures compliance with organizational standards and local financial regulations, oversees financial strategy and operational management, and manages a significant financial portfolio that represents approximately 85% of the mission's funding. This role requires a senior profile capable of strategic resource management, anticipating financial risks, and supporting decision-making at the management level. The Finance Manager also leads, develops, and supervises the financial teams in the bases within the zone, embodying HI's values and fostering a culture of engagement and professionalism among team members.

Duties and Responsibilities:
  • Management: Organize and supervise the operational management of field teams in the Eastern bases, structure work around identified processes, drive performance, and facilitate problem resolution. Contribute to the development of team members by enhancing their training and capacities, creating conditions for their engagement and professional growth. Ensure compliance with the code of conduct, institutional policies, and expected individual and collective behaviors. Collaborate with the country Finance Manager to define annual objectives for field finance teams, monitor their progress, and conduct annual evaluations.
  • Strategy and Oversight: Produce, compile, and analyze financial indicators related to the Eastern zone. Identify financial discrepancies and risks, reporting them to the country Finance Manager. Propose solutions to address identified financial issues. Represent HI externally on financial matters and participate in inter-ONG working groups as needed. Coordinate the assessment of local partners' financial capacities and develop capacity-building plans accordingly.
  • Standards and Expertise: Ensure the deployment and adherence to HI's financial policies, processes, and tools within the zone. Ensure compliance with donor procedures and strict adherence to financial commitments on projects in the Eastern zone. Cascade internal HI directives, tools, and procedures, harmonizing practices across bases. Ensure compliance with the General Data Protection Regulation and oversee the implementation and adherence to financial document archiving procedures. Coordinate audits in the zone and follow up on audit recommendations. Strengthen internal controls and propose corrective actions as necessary.
  • Operational Implementation: Manage financial and budgetary operations, accounting, funding, and cash management. Participate in emergency preparedness actions and, in case of an emergency, reorganize team priorities to ensure HI's rapid and effective response.

Required Qualifications:
- A minimum of 4 years of professional experience in finance, with a proven track record in a HI field environment being a plus.
- Knowledge of donor regulations and compliance requirements.
- Experience in training staff and demonstrating pedagogical skills.
- Ability to work collaboratively in a team environment.

Educational Background:
A relevant degree in finance, accounting, or a related field is required. Advanced qualifications or certifications in finance or accounting are preferred.

Experience:
Candidates should have at least 4 years of professional experience in financial management, with experience in humanitarian or development contexts being highly desirable. Experience in training and capacity building is also important.

Languages:
Fluency in French is mandatory, and proficiency in English is considered an asset. Knowledge of local languages spoken in the Eastern DRC is a plus.

Additional Notes:
The contract duration is for 12 months, starting as soon as possible. Local candidates are strongly encouraged to apply, and if you are a resident in the country, a local package will apply. For international contracts, social coverage will be adapted to individual needs, including unemployment insurance for EU nationals, retirement insurance, and health coverage. The salary starts at €2,757 gross per month, depending on professional experience, with a net per diem of €677 per month paid in local currency. Employees are entitled to 25 days of paid leave per year and 5 days of rest and recuperation every 8 weeks. The position is unaccompanied, with transport, visa, and personal effects transport costs covered after 12 months. An allowance of €100 for children is provided after 12 months of service for employees with two or more dependent children.
