Job Overview: As the Manager MEAL, you will report to the Technical Head of Program (THOP) and be responsible for overseeing the MEAL (Monitoring, Evaluation, Accountability, and Learning) and Information Management (IM) teams across the country. You will directly manage at least one MEAL Senior Officer and one IM Senior Officer, ensuring the implementation of HI's MEAL and IM standards across all programs. Your role will involve harmonizing tools and processes, strengthening capacities, ensuring quality control, and facilitating inter-base coordination to create a unified MEAL system that aligns with the strategic needs of the mission. The position is crucial for enhancing the quality of projects and ensuring that data collected is reliable and meets the expectations of donors and beneficiaries.
Duties and Responsibilities:
Management: Directly manage the MEAL and IM teams, ensuring effective leadership and support for team members.
Strategy and Oversight: Define the MEAL component of the operational strategy, oversee the action plan, and develop monitoring tools.
Standards and Expertise: Design and implement MEAL and IM systems, ensuring their quality and adherence to standards.
Operational Implementation: Contribute to improving HI's response in the geographical area, enhance project quality in line with global frameworks, and ensure adherence to monitoring and evaluation policies.
Emergency Preparedness and Response: Lead emergency preparedness actions and reorganize team priorities in response to humanitarian needs during emergencies.
Required Qualifications: Candidates must have at least 5 years of experience in coordinating humanitarian and development projects, including a minimum of 2 years in MEAL roles. Strong team management skills are essential, along with the ability to simplify and prioritize processes. Proven experience in developing operational strategy documents is required, as well as the ability to work effectively in a multicultural environment.
Educational Background: A relevant degree in social sciences, international development, or a related field is preferred. Additional certifications in monitoring and evaluation or project management would be advantageous.
Experience: Candidates should possess a minimum of 5 years of experience in project coordination within humanitarian and development contexts, with at least 2 years specifically focused on MEAL functions. Experience in team management and capacity building is crucial, as is a demonstrated ability to contribute to strategic planning and operational improvements.
Languages: Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of local languages spoken in the DRC would be an asset.
Additional Notes: The position is an international contract for one year starting in May 2026, based in Goma. The contract includes comprehensive social coverage tailored to individual needs, including unemployment insurance for EU nationals, retirement insurance, and health coverage. The salary starts at €2850 gross per month, with additional benefits including a net per diem of €572, a hardship allowance of €500, 25 days of paid leave per year, and a rest and recuperation (R&R) period of 5 days every 8 weeks. The position is unaccompanied, and accommodation will be provided collectively by HI. For residents of the country, a local package will be offered.
