Job Overview:
The consultancy aims to provide expertise on integrated sexual and reproductive health services in emergencies (SRHiE), focusing on maternal health, family planning, adolescent and youth sexual and reproductive health (SRH), and HIV and other sexually transmitted infections. The consultant will contribute to the methodological design of an independent evaluation of UNFPA's Level 3 humanitarian response in the Democratic Republic of the Congo (DRC) during a specified activation period. This evaluation seeks to assess the relevance, effectiveness, efficiency, coherence, and connectedness of UNFPA’s humanitarian response and program delivery, providing actionable recommendations for ongoing humanitarian efforts and strengthening UNFPA’s corporate capacity to respond to emergencies. The consultant will engage with various stakeholders, participate in data collection and analysis, and ensure adherence to UNFPA evaluation guidelines throughout the evaluation process.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including: contributing to the methodological design of the evaluation; participating in data collection and analysis; providing substantive inputs throughout the evaluation process; developing the evaluation methodology and work plan; conducting document reviews; facilitating interviews and group discussions with stakeholders; collecting data at health facilities; contributing to data coding and analysis; and assisting in report writing. The consultant will also support the production of all deliverables, ensuring quality in line with UNFPA evaluation guidelines and participate in dissemination activities to present evaluation results to key stakeholders.

Required Qualifications:
Candidates must possess a Master’s degree in public health, midwifery, medicine, epidemiology, biostatistics, social sciences, or a related field. A minimum of 10 years of experience in conducting evaluations, assessments, or research studies in international development is required, along with solid knowledge of evaluation methodologies and the ability to apply both qualitative and quantitative data collection methods. Substantive knowledge of sexual and reproductive health in emergencies programming, including maternal health and family planning, is essential. Familiarity with humanitarian strategies, policies, and international law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law is also necessary. Candidates should demonstrate excellent interpersonal and communication skills, and experience working in the humanitarian context of the DRC is preferred.

Educational Background:
A Master’s degree in a relevant field such as public health, midwifery, medicine, epidemiology, biostatistics, or social sciences is required for this position. The educational background should reflect a strong foundation in health-related disciplines, particularly those related to sexual and reproductive health and humanitarian response.

Experience:
The position requires a minimum of 10 years of relevant experience in conducting evaluations, reviews, assessments, or research studies in the field of international development. Candidates should have demonstrated experience in sexual and reproductive health in emergencies programming and a solid understanding of evaluation approaches and methodologies. Experience working with multidisciplinary teams and in humanitarian contexts is highly valued.

Languages:
Fluency in written and spoken French is mandatory, while proficiency in English is considered an added advantage. The ability to communicate effectively in both languages is essential for engaging with diverse stakeholders and producing high-quality evaluation reports.

Additional Notes:
The consultancy is expected to last from March to September 2026, with the consultant based in Goma and required to travel to field sites. The deliverables include an inception report, evaluation reports, and presentations of findings. The consultancy fee is deliverable-based, with payments structured as follows: 20% upon approval of the design report, 40% upon submission of a draft final evaluation report, and 40% upon approval of the final evaluation report and presentation. The use of AI technologies in evaluation work is restricted and requires prior written agreement from the Evaluation Office.
