Job Overview:
The Consultant for Public Administration and Policy Development Training will be responsible for providing expert guidance and training in the field of public administration and policy development. This role involves designing and implementing training programs that enhance the skills and knowledge of public sector employees in Suriname. The consultant will work closely with government officials and stakeholders to assess training needs, develop tailored training materials, and deliver engaging training sessions. The position requires a deep understanding of public administration principles, policy formulation processes, and the ability to convey complex concepts in an accessible manner. The consultant will also be expected to evaluate the effectiveness of training programs and make recommendations for continuous improvement. This role is crucial for strengthening the capacity of public institutions in Suriname and promoting effective governance.

Duties and Responsibilities:
  • Conduct a comprehensive needs assessment to identify gaps in knowledge and skills among public sector employees in Suriname.
  • Develop a detailed training plan that outlines objectives, methodologies, and evaluation criteria.
  • Create high-quality training materials, including presentations, handouts, and interactive exercises.
  • Facilitate training sessions, workshops, and seminars for diverse groups of public sector employees.
  • Provide ongoing support and mentorship to participants to reinforce learning and application of skills.
  • Evaluate the impact of training programs through feedback surveys, assessments, and follow-up sessions.
  • Collaborate with UNDP and local stakeholders to ensure alignment with national development goals and policies.
  • Prepare reports on training outcomes and recommendations for future training initiatives.
  • Stay updated on best practices in public administration and policy development to inform training content.

Required Qualifications:
  • Proven expertise in public administration, policy development, and training methodologies.
  • Strong analytical and problem-solving skills, with the ability to assess training needs and develop effective solutions.
  • Excellent communication and presentation skills, with experience in delivering training to diverse audiences.
  • Familiarity with the public sector landscape in Suriname and understanding of local governance issues.
  • Ability to work collaboratively with government officials, stakeholders, and international organizations.
  • Strong organizational skills and attention to detail, with the ability to manage multiple tasks and deadlines.

Educational Background:
A Master's degree in Public Administration, Public Policy, Political Science, or a related field is required. Additional certifications in training and development or adult education are highly desirable. A strong academic background in governance and public sector management will be an advantage.

Experience:
A minimum of 5 years of professional experience in public administration, policy development, or related fields is required. Experience in designing and delivering training programs for public sector employees is essential. Previous work with international organizations or UN agencies will be considered an asset. Demonstrated experience in capacity building and institutional strengthening initiatives is also preferred.

Languages:
Fluency in English is mandatory. Proficiency in Dutch and/or Spanish is considered an asset, as it may facilitate communication with local stakeholders and enhance the training experience.

Additional Notes:
The assignment is expected to last for a total of 28 days within a 3-month period. This position is classified as an individual contractor role, and the consultant will be expected to work on a flexible schedule to accommodate training sessions and stakeholder meetings. The consultant will be compensated based on the agreed contract terms, and additional benefits may be provided as per UNDP policies. The position is open to both national and international candidates.
