Job Overview:
The position of Local Consultant to Develop and Pilot Citizen Journalism Training Program is designed to engage a consultant who will be responsible for creating and implementing a training program aimed at empowering youth in the Maldives. This program will focus on anti-corruption and accountability, providing participants with the skills and knowledge necessary to engage in citizen journalism. The consultant will work closely with UNDP to ensure that the training is relevant, effective, and tailored to the needs of the local context. The assignment will span from March to November 2026, during which the consultant will develop training materials, conduct workshops, and evaluate the program's impact on participants and the community. The consultant is expected to bring innovative approaches to citizen journalism and foster a culture of accountability among the youth.

Duties and Responsibilities:
The duties and responsibilities of the Local Consultant include:
  • Conducting a needs assessment to identify the specific training needs of youth in the Maldives regarding citizen journalism and anti-corruption.
  • Developing comprehensive training materials and curricula that address the identified needs and are culturally relevant.
  • Organizing and facilitating training workshops for youth participants, ensuring an interactive and engaging learning environment.
  • Collaborating with local stakeholders, including NGOs, educational institutions, and community leaders, to promote the training program and encourage participation.
  • Evaluating the effectiveness of the training program through feedback from participants and measuring the impact on their engagement in citizen journalism.
  • Providing ongoing support and mentorship to participants as they apply their skills in real-world scenarios.
  • Reporting on the progress and outcomes of the training program to UNDP and making recommendations for future initiatives.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • Proven experience in developing and delivering training programs, particularly in the areas of journalism, media, or communication.
  • Strong understanding of citizen journalism, anti-corruption issues, and accountability mechanisms.
  • Excellent facilitation and communication skills, with the ability to engage and inspire youth.
  • Familiarity with the local context in the Maldives and the challenges faced by youth in accessing information and participating in civic engagement.
  • Ability to work collaboratively with diverse stakeholders and adapt to changing circumstances.

Educational Background:
A minimum of a bachelor's degree in journalism, communications, social sciences, or a related field is required. A master's degree in a relevant discipline would be an advantage. The educational background should reflect a strong foundation in media studies, public policy, or community development, equipping the consultant with the necessary theoretical and practical knowledge to effectively deliver the training program.

Experience:
Candidates should have at least 3-5 years of relevant professional experience in journalism, media training, or a related field. Experience working with youth and in the context of anti-corruption initiatives is highly desirable. The consultant should demonstrate a track record of successfully implementing training programs and engaging with community members, particularly in developing countries or similar contexts.

Languages:
Fluency in English is mandatory, as all training materials and communications will be conducted in English. Knowledge of the local language, Dhivehi, is highly desirable and would enhance the consultant's ability to connect with participants and facilitate discussions effectively. Additional language skills may be considered an asset, particularly in relation to regional languages.

This position is classified as an individual contractor role, and the contract duration is from March to November 202
  • The consultant will be expected to work on a full-time basis during this period, with flexibility in scheduling training sessions and workshops. Compensation will be based on the consultant's qualifications and experience, and benefits may include travel allowances for any necessary fieldwork.
